On November 26, 2019, the National Assembly unanimously passed the Law on Reserve Forces 2019, which officially takes effect from July 1, 2020.

To be specific, Article 12 of the Reserve Forces Law 2019 stipulates that the Commune-level Military Command Board and the District-level Military Command Board (where there is no commune-level administrative unit) shall carry out the registration of reserve military personnel for citizens residing at the locality.
The Military Command Board of agencies and organizations shall register reserve military personnel for citizens who are working, studying, and working at the agencies and organizations. In cases where agencies and organizations do not have a Military Command Board, the head or legal representative of the agency or organization is responsible for organizing the registration of reserve military personnel for citizens working, studying, and working at the agency or organization at their place of residence.
Regarding the authority of managing reserve military personnel:
- Commune-level People's Committees and District-level People's Committees (where there is no commune-level administrative unit) shall manage reserve military personnel residing at the locality.
- The District-level Military Command Board shall cooperate with agencies and organizations to manage reserve military personnel who are working, studying, and working at the agency or organization within the locality.
Furthermore, the Government of Vietnam stipulates the procedures and processes for registering reserve military personnel for citizens in other cases mentioned above.
Additionally, the Law also stipulates that Provincial-level People's Committees and District-level People's Committees shall take the lead in cooperation with standing units of the People’s Army that have quotas to receive the reserve force, to arrange reserve military personnel and reserve technical equipment into reserve units.
