Guidance on the Operation of Municipal Solid Waste Incinerators

The specifics of this content are guided in Circular 03/2016/TT-BTNMT, which was issued by the Ministry of Natural Resources and Environment on March 10, 2016.

Circular 03 stipulates that when operating domestic solid waste incinerators (CTRSH), a safe operation procedure for CTRSH incinerators must be developed and implemented, paying attention to the following contents:

- The startup procedure for CTRSH incinerators must follow the sequence below (except for cases where CTRSH incinerators have special operating procedures as specified by the manufacturer and reviewed and approved by the environmental protection assurance authority for CTRSH treatment facilities):

- Step 1: Start the exhaust gas treatment system;- Step 2: Start and heat all incineration zones;- Step 3: Officially load CTRSH into the CTRSH incinerator.

- The shutdown procedure for CTRSH incinerators must be implemented in the following sequence:

- Step 1: Stop loading CTRSH;- Step 2: Stop the exhaust gas treatment system when the temperature in the primary incineration zone drops below 200 (two hundred) degrees Celsius.

Additionally, Circular 03 also requires the following activities:

- CTRSH must be controlled before being loaded into the CTRSH incinerator to avoid affecting the normal operation of the CTRSH incinerator; it is prohibited to load the CTRSH incinerator with waste that has an explosive risk; corrosive waste; chemicals and pesticide packaging; waste containing mercury, lead, and cadmium exceeding hazardous waste thresholds.- There must be technical measures to conveniently remove ash and slag from the primary incineration zone during operation to ensure the continuous and uninterrupted operation of the CTRSH incinerator.- An operational log for the CTRSH incinerator must be maintained, clearly recording the quantity, operation time, and name of the operator, as well as the temperature at locations where temperature measurement devices are installed.
