Guidance on the management of cards of specialized inspector in the natural resources and environment sector in Vietnam

Recently, the Ministry of Natural Resources and Environment issued Circular 19/2014/TT-BTNMT on standards and cards of specialized inspectors in the natural resources and environment sector in Vietnam.

Circular 19/2014/TT-BTNMT specifically stipulates the management of official cards for specialized inspectorate in natural resources and environment as follows:

1. Inspectorate of the Ministry:

- Acts as the agency managing the issuance, use, and revocation of official cards for specialized inspectorate; directly manages the card templates, maintains records of card issuance, and keeps a register for tracking the issuance of new cards, replacements, and exchanges as per regulations.

- Receives revoked cards, cuts off the corners of revoked or damaged cards to render them void. Damaged or corner-cut cards must be kept in the card issuance file.

- Monitors, inspects, and oversees the issuance, distribution, use, management, and revocation of cards, and provides guidance for addressing any arising issues if any.

2. General Departments assigned to perform the specialized inspectorate function:

- Directly issues and manages the cards of officials assigned to perform specialized inspectorate tasks within their jurisdiction.

- Monitors and inspects the use of cards by officials under their management; when detecting lending or misuse of the cards, clarifies the extent of the violation, and reports to the Chief Inspector of the Ministry for review and handling in accordance with the regulations.

- Recalls and submits to the Ministry Inspectorate the cards in cases of exchange and revocation as stipulated in Articles 7 and 8 of this Circular.

- Proposes issuance of new cards, replacements, and exchanges as per the regulations in Vietnam.
