In 2016, the Ministry of Finance promulgated Circular 208/2016/TT-BTC stipulating the rates, collection policies, remittance, management, and use of fees and charges for the national domain name “.vn” and Internet Protocol (IP) addresses of Vietnam.
The management and use of fees and charges for the national domain name “.vn” and the Internet address (IP) of Vietnam are regulated by Circular 208/2016/TT-BTC as follows:
- The fee-collecting organization must submit the entire amount of collected fees to the state budget according to the current state budget directory.- The fee-collecting organization is allowed to retain 90% of the collected fees to cover expenses for registration and management, maintenance of technical infrastructure, development of activities related to the national domain name ".vn", the Internet address (IP) of Vietnam, and the fee collection under Article 5 of Decree 120/2016/ND-CP; in which, other expenses related to providing services and collecting fees include the following expenses:
- Annual fees to regional and international organizations in charge of domain names, addresses, and Internet network numbers in which Vietnam participates;- Participation in meetings, workshops, and training of international Internet organizations where Vietnam must cover its expenses;- Expenses for scientific research and technological innovation to serve the management, operation, promotion, and development of national domain name registration and maintenance, and Internet address registration and maintenance in Vietnam.- The remaining 10% of the total collected fees must be submitted to the state budget according to the current state budget directory.
