On August 30, 2024, Vietnam Social Security issued Official Dispatch 2977/BHXH-TCCB regarding guidelines for restructuring the organization, personnel, task handover, finance, and assets for units merging according to the Resolution of the Standing Committee of the National Assembly of Vietnam.
According to Official Dispatch 2977/BHXH-TCCB of 2024, the handover of tasks between units in Vietnam must ensure timely completion without affecting the management, organization, and execution of specialized tasks and ongoing work.
The handover of tasks related to social insurance policies is to be executed as follows:
Model 1:
- Social Insurance Office at the District Level (Transferring Unit)
+ Conducts review, inventory, classification, and finalization of all documents, papers, materials, and tasks that are the responsibility for reception and resolution, management according to regulations at the last moment before the effective date of the merger. A detailed list of documents, papers, materials, tasks classified as: Resolved, Unresolved, In Process. For resolved documents, papers, materials, tasks, immediately transfer to the competent divisions for further processing or archival as per regulations.
+ Cross-examine, review, finalize the list of beneficiaries currently managed and monitored by the district social insurance; Create detailed transfer lists: Payment lists of social insurance policies, Unemployment Insurance (UI) (sickness, maternity, post-sickness recovery policies payment lists (DSPHSK); one-time social insurance policies payment list; policies payment lists for vocational training, skill enhancement to maintain employment for workers, etc.); lists for recovery, outstanding recoveries of social insurance policies....
+ Transfer all documents, papers, materials, tasks, lists to the Provincial Social Insurance (Provincial Social Insurance Policies Department) for further tracking, management, resolution.

Cross-examine, review, finalize and receive all transferred documents, papers, materials, tasks, lists to continue tracking, management, resolution.
- Principles of Handover
+ The handover must be documented, including the number of tasks, lists, documents, papers, materials (documents proposing resolution of social insurance policies, occupational accident insurance (OAI), occupational disease insurance (ODI) for employees, employing units; documents basis for creating lists of training, vocational skill enhancement policy payments to maintain worker employment; documents and petitions from organizations, individuals for guidance as per authority, etc.) detailed by type with attached lists, current state of tasks, documents, materials, lists.
+ The handover process must ensure objectivity, transparency, and must not affect the rights of policy beneficiaries.
+ Participants in the handover: Director of Provincial Social Insurance, Director of District Social Insurance, Head of the Provincial Social Insurance Policies Department, Team Leader, or representative of the Social Insurance Policies Department together sign the handover document.
Model 2: Similar to the transfer content described above.
Official Dispatch 2977/BHXH-TCCB of 2024 clearly outlines the merger, arrangement model as follows: - Model 1: Merging district-level Social Insurance into provincial-level Social Insurance (in case the Resolution of the Standing Committee of the National Assembly about merging a district into a city under the province where the city does not have a city-level Social Insurance organization). Implementation of policies, social insurance, health insurance policies; Management of collection and expenditure of Social Insurance, Unemployment Insurance, Health Insurance in the area of district-level Social Insurance under merger are directly implemented by the provincial Social Insurance. - Model 2: Merging District A Social Insurance into District B Social Insurance according to the Resolutions of the Standing Committee of the National Assembly (only retaining the name of one district after arrangement). |
