Regarding this issue, LawNet would like to answer as follows:

On October 24, 2023, the Ministry of Education and Training issued Official Dispatch 5904/BGDDT-TCCB on guiding the emulation and commendation work of the Departments of Education and Training for the 2023–2024 school year.

Guidance on the emulation and commendation work of Departments of Education and Training for the 2023–2024 school year in Vietnam

Pursuant to Circular 21/2020/TT-BGDDT dated July 31, 2020 of the Minister of Education and Training on guiding emulation and commendation work in the education sector and Decision 2457/QD-BGDDT dated August 23, 2023 of the Minister of Education and Training promulgating the Plan, tasks, and key solutions for the 2023–2024 school year of the education sector, the Ministry of Education and Training guides the emulation and commendation work of the Departments of Education and Training for the 2023–2024 school year, specifically as follows:

(1) Continue to implement the Emulation Movement "Innovation and creativity in management, teaching, and learning" in the Education sector.

(2) Assigning Cluster Leaders and Deputy Cluster Leaders to emulation clusters

(3) Regarding the organization of Emulation Cluster activities, evaluation of emulation groups of the Departments of Education and Training, and scoring on software

Continue to follow Official Dispatch No. 5249/BGDDT-TĐKT dated November 15, 2021 of the Ministry of Education and Training guiding the organization of activities and emulation reviews for the Department of Education and Training. The time to complete some tasks is adjusted as follows:

+ The time to organize the Conference to deploy the school year's tasks (or the first semester summary) must be completed before January 31, 2024.

+ Time to organize a conference to summarize the school year and send a summary report to the Ministry of Education and Training of emulation clusters before July 31, 2024.

+ From the 2023–2024 school year, there will be 43 Departments of Education and Training evaluating the field of ethnic education. The deadline for the Departments of Education and Training to send self-grading results to the software is July 31, 2024.

+ Based on the self-scoring results of the Departments of Education and Training, units under the Ministry are assigned to evaluate, score, and appraise, and send the results to the Department of Personnel and Organization before August 31, 2024.

To ensure the overall task plan of the entire sector, the Ministry of Education and Training requires Cluster Heads and Departments of Education and Training to strictly implement time regulations in Emulation Cluster activities, emulation scoring with product demonstration and reporting information regime.

Requirements for consideration of emulation and commendation in the education sector in Vietnam

The consideration of emulation and commendation in the education sector must ensure the requirements specified in Article 3 of Circular 21/2020/TT-BGDDT, specifically as follows:

- Do not impose emulation quotas, ensure the principle of voluntary participation in emulation by groups and individuals according to regulations.

- Emulation and reward consideration must be based on standards and achievements with specific and practical evidence and products of collectives and individuals.

- The evaluation and recognition of emulation titles and the scope of influence of achievements must be based on the results of evaluation and ranking of civil servants, public employees, and workers, ensuring that no more than 1/3 of the number of civil servants, public employees, and workers recognized as "Grassroots Emulation Soldiers" and other forms of ministerial-level rewards are managers.

- For the titles "Advanced Labor", "Grassroots Emulation Soldier", "Excellent Labor Collective", "Emulation Flag of the Ministry of Education and Training",
"Government Emulation Flag", Certificate of Merit from the Minister, Certificate of Merit from the Prime Minister, Medals of all ranks: collectives and individuals proposed to be considered for commendation must have an affirmative vote of 70% or more of the total number of members of the grassroots emulation and commendation council.and the Emulation and Commendation Council for the Education sector.
