On August 30, 2024, the Governor of the State Bank of Vietnam issued Circular 45/2024/TT-NHNN regulating the management and implementation of scientific and technological tasks of the State Bank of Vietnam.
The classification of scientific and technological tasks managed by the State Bank of Vietnam from October 16, 2024, will follow Article 4 of Circular 45/2024/TT-NHNN. To be specific:
(1) Ministerial-level scientific and technological tasks:
- Ministerial-level scientific and technological tasks are of significant importance and urgency for the development of the banking sector, addressing scientific and technological issues within the banking sector. These tasks include ministerial-level research projects, schemes, or other forms as prescribed by law.
- Ministerial-level scientific and technological research projects aim to provide scientific arguments and propose scientific and technological solutions promptly to address practical issues in the banking sector.
- Ministerial-level scientific and technological schemes aim to develop proposals or draft mechanisms, policies, processes, regulations, and legal documents with a full theoretical and practical basis to serve the construction of mechanisms, policies, and laws within the management scope of the State Bank.
(2) Institutional-level scientific and technological tasks:
- Institutional-level scientific and technological tasks aim to address scientific and technological issues within the responsibilities of units under the State Bank, including institutional-level research projects, schemes, or other forms as prescribed by law.
- Institutional-level scientific and technological research projects mainly aim to understand the nature and laws to provide solutions to address scientific and technological issues within the banking field at the unit level under the State Bank, to be applied in practical work at the unit.
- Institutional-level scientific and technological schemes aim to resolve scientific and technological issues of units under the State Bank, mainly aiming to create products, management processes, or impacts to enhance the technological or management level of the unit.
(3) Urgent scientific and technological tasks aim to research and resolve pressing issues posed by practical requirements in the banking sector.
(4) scientific and technological tasks with contents related to state secrets are regulated by the Law on Protection of State Secrets, the list of state secrets in the banking field promulgated by the Prime Minister of the Government of Vietnam, and must comply with the State Bank's regulations on protecting state secrets.
According to Article 6 of Circular 45/2024/TT-NHNN, the methods of assigning scientific and technological tasks managed by the State Bank of Vietnam from October 16, 2024, will include the selection method and the direct assignment method.
To be specific:
- The direct assignment method is only applied to scientific and technological tasks falling into one of the following cases:
+ scientific and technological tasks related to state secrets, specific to serving security and defense;
+ Urgent scientific and technological tasks;
+ scientific and technological tasks that only one scientific and technological organization is qualified in terms of human resources, expertise, and equipment to perform.
- The selection method is applied to scientific and technological tasks not falling into the direct assignment method cases.
More details can be found in Circular 45/2024/TT-NHNN, which comes into force in Vietnam from October 16, 2024.
