Recently, the Ministry of Health issued Circular 04/2019/TT-BYT stipulating the decentralization of authority for granting, adjusting, and revoking certificates of eligibility for confirmatory testing of HIV-positive cases and suspending the confirmatory testing of HIV-positive cases.
To ensure the uniform application of regulations related to the certificate of eligibility for confirmatory HIV testing, Circular 04/2019/TT-BYT stipulates as follows:
- For the dossiers submitted to the Department of HIV/AIDS Prevention and Control for the issuance, adjustment, or revocation of the certificate of eligibility for confirmatory HIV testing, and for suspending confirmatory HIV testing activities before May 30, 2019, the Department of HIV/AIDS Prevention and Control shall continue to comply with the provisions of Decree 75/2016/ND-CP.- Certificates of eligibility for confirmatory HIV testing issued before May 30, 2019, shall remain legally valid. In cases where reissuance, adjustment, or revocation of the certificate of eligibility for confirmatory HIV testing is required, medical establishments shall comply with the provisions of Circular 04.
