Guidance on the Application of Circular 13/2017/TT-BXD on the Use of Non-Baked Materials

Circular 13/2017/TT-BXD has been signed and issued by the Ministry of Construction stipulating the use of non-fired building materials in construction works.

The application of the provisions in Circular 13 is guided as follows:

- For projects that have been approved by the competent authority or granted a construction permit before February 01, 2018, they shall be implemented as per the approved project decision or the granted construction permit.- For projects that have been approved by the competent authority or granted a construction permit but have not commenced construction and require approval for adjustment or supplementation of the project or construction permit after February 01, 2018:- In case there is no change in the construction design, the implementation shall follow the approved construction design;- In case there is a change in the construction design, the implementation shall comply with this Circular for the part of the project with the changed construction design.- The State encourages investors to change the design to use non-baked construction materials.
