Guidance on Sending Documents and Items Containing State Secrets in the Health Sector

The Minister of Health issues Circular 06/2015/BYT regulating the protection of state secrets in the Health sector.

The submission of documents and materials containing state secrets in the Health sector is carried out in accordance with the provisions of Article 6 of Circular 06/2015/BYT, specifically:

First, record keeping: classified documents before mailing must be recorded in the "Outgoing Classified Documents" register. Full details must be recorded including: serial number, day, month, year, recipient, summary content, classification level, urgency level, recipient (signature, full name).

Second, preparing dispatch slips: dispatched classified documents must include a dispatch slip enclosed with the documents. The dispatch slip must clearly state the sending place, dispatch slip number, receiving place, the code of each type of dispatched document, and mark the classification and urgency stamps on the upper right corner of the slip. The person opening the envelope and the receiver of the classified document must sign the transfer slip for the sender to check the transfer and promptly investigate any lost documents.

Third, envelope preparation: classified documents must not be sent in the same envelope as regular documents. The envelope paper must be strong, tear-resistant, water-resistant, and opaque. Envelopes should be folded in a way that they are securely glued and difficult to open.

Do not write or stamp "Classified," "Highly classified," "Top secret" on the envelope exterior.

- Documents classified as "Classified" must be stamped with the letter "C" (letter C in uppercase, bold, within a circular border, 1.5 cm in diameter).

- Documents classified as "Highly classified" must be stamped with the letter "B" (letter B in uppercase, bold, within a circular border, 1.5 cm in diameter).

- Documents classified as "Top secret" must be sent in two envelopes:

+ Inner envelope: Prepared by the drafting unit, sealed, and clearly stating the number, symbol of the document, recipient's name, stamped "Top secret," and if the document is addressed to a specific responsible individual, stamped "Only the named person can open the envelope";

+ Outer envelope: Prepared by the office and archive department of the agency, marked like regular documents, and stamped with the letter "A" (letter A in uppercase, bold, within a circular border, 1.5 cm in diameter).
