Recently, Decree 03/2019/ND-CP has been signed and promulgated by the Government of Vietnam, detailing regulations on remote sensing activities.

The processing of remote sensing image data is guided by Decree 03 as follows:

- Level 0 remote sensing image data is remote sensing image data received directly at the remote sensing data receiving station that has not undergone any calibration process.- Raw remote sensing image data is level 0 remote sensing image data that has been preliminarily processed to eliminate errors in the receiver and noise signals due to atmospheric interference.- Level 0 remote sensing image data received at the remote sensing data receiving station in Vietnam must undergo quality assessment before processing. Level 0 remote sensing image data that meets technical requirements must be processed to create raw remote sensing image data.

Also according to Decree 03, remote sensing image data is received from the following sources:

- Vietnam's remote sensing data receiving station;- Purchase, exchange, receipt of foreign aid.
