Circular 46/2016/TT-BQP was issued by the Ministry of National Defense on April 01, 2016, providing specific guidance on the registration for medical examination and treatment routes within the Ministry of National Defense.
Circular 46 stipulates that healthcare facilities at the lower echelon are responsible for advising the unit head to carry out the procedures for registering for medical examination and treatment with healthcare facilities at a higher technical echelon, in order from echelon 4 to echelon 1; in cases where adjacent echelons belong to the same unit, the registration procedures are not required.
As per the regulation, echelon-surpassing registration refers to the registration for medical examination and treatment not following the prescribed order, where echelon 4 registers with echelon 2 or echelon 1; echelon 3 registers with echelon 1.
The decision for echelon-surpassing registration is made by commanders at the regiment level and equivalent or higher, upon approval from the chosen healthcare facility. Military healthcare units are responsible for advising the unit heads in selecting the appropriate echelon. Higher-echelon healthcare facilities are responsible for accommodating units when they come to register for medical examination and treatment.
