On May 28, 2020, the Ministry of Justice issued Circular 04/2020/TT-BTP detailing the implementation of certain provisions of the Civil Status Law 2014 and Decree 123/2015/ND-CP, which stipulates specific provisions and measures for implementing the Civil Status Law.
To be specific, in Article 3 of Circular 04/2020/TT-BTP, the process for receiving applications and returning the results of civil status registration (request for civil status extract copies, issuance of Marriage Status Certification, registration of civil status, etc.) is guided as follows:

Step 1, the recipient of the application is responsible for checking the entire application dossier; if the dossier is not complete or needs correction, provide immediate guidance for the applicant to supplement and complete it according to regulations. In cases where the dossier cannot be supplemented or completed immediately, the recipient must draft a written guide, clearly stating the types of documents, contents to be supplemented, completed, and signed, indicating the full name of the recipient.
Step 2, the recipient is responsible for receiving the correct and complete civil status registration dossier according to civil status law regulations and must not request additional documents that are not required by the civil status law.
- The person requesting civil status registration can submit a certified copy from the original or a copy issued from the original record (hereafter referred to as the copy) or a photocopy accompanied by the original document for comparison. If the applicant submits a photocopy accompanied by the original document, the recipient is responsible for checking, comparing the photocopy with the original, and signing for confirmation, without requiring the submission of a certified copy of that document.
- For documents presented when registering civil status, the recipient must check, compare with the information in the declaration form, take a photograph or record the information to be stored in the dossier, and return the documents to the presenter, without requiring the submission of a certified copy or photocopy of those documents.
Step 4, when returning the results of civil status registration, the person returning the result is responsible for guiding the applicant to check the content of the civil status document and the Civil Status Register. If the applicant finds the content correct and consistent with the civil status registration dossier, they must sign and record their full name in the Civil Status Register under the guidance of the person returning the result.
Step 5, when returning the results of marriage registration, re-registration of marriage, both the bride and groom must be present; when returning the results of parent-child recognition registration, both the recognizing party and the recognized party as parents and children must be present.
