This is the main content specified in Circular 42/2011/TT-BCA guiding the issuance of Vietnam - Cambodia border laissez-passer for Vietnamese officials, public employees, and workers traveling to Cambodia issued by the Ministry of Public Security of Vietnam on June 29, 2011.

According to Circular 42/2011/TT-BCA, the procedures for issuance of a Vietnam - Cambodia border laissez-passer in Vietnam are regulated as follows:
- 01 Application form for a border laissez-passer as per form TK6 issued under this Circular, with the confirmation and stamp overlapping the photo by the direct managing authority;
- 02 photos sized 4x6cm, frontal view, bare-headed, white background, with 01 photo attached to the application form.
In case of re-issuing a border laissez-passer, the previously issued, still valid laissez-passer must be submitted.
- Officials, public employees, and workers who need a border laissez-passer should complete the procedures at the Immigration Management Office of the Provincial Police that shares a border with Cambodia, where the headquarters are located.
- Officials, public employees, and workers may entrust their agency, organization, or enterprise to submit the application and receive the results. If requesting laissez-passer for multiple people, a list with signatures and seals of the agency, organization, or enterprise must be included. The personnel submitting the documents and receiving results must present an introduction letter and their personal identification card.
- The processing time for issuing a border laissez-passer is 03 working days from the date of receiving the complete documents as per regulations.
- Officials, public employees, and workers receiving a border laissez-passer must pay the fee as regulated by the Ministry of Finance.
- The border laissez-passer is issued individually, valid for no more than 12 months from the date of issuance and is non-renewable.
- The border laissez-passer is only valid within the border province of Cambodia adjacent to Vietnam.
- Officials, public employees, and workers holding a laissez-passer can enter and exit through the nearest border checkpoint.
