On November 9, 2015, the Ministry of Transport issued Circular 70/2015/TT-BGTVT stipulating the inspection of technical safety and environmental protection of road motor vehicles.
The inspection of motor vehicles conducted outside the registration unit as guided by Circular 70/2015/TT-BGTVT is specifically instructed as follows:
- The vehicle owner must submit a written request stating the reasons and location for the inspection outside the Registration Unit, accompanied by a list of motor vehicles requesting inspection. This request can be sent directly, via postal service, or through other appropriate means to the Registration Unit.- The Registration Unit will review and consider the vehicle owner's request. If the request is valid and the testing location meets the required conditions, within 3 working days from the date of receiving the vehicle owner's request, the Registration Unit will send a written request to the Vietnam Register proposing the inspection outside the Registration Unit, along with a list of motor vehicles and the necessary inspection equipment.- The Vietnam Register will review and consider the documentation, and within 3 working days from the date of receiving the written request, will send a written response to the Registration Unit.- The vehicle owner then takes the vehicle to the inspection location. The Registration Unit will proceed with the inspection of the motor vehicle. If there are no test results from the equipment, the inspection certificate will be left blank.
