On August 30, 2024, the Minister of Construction issued Circular 08/2024/TT-BXD regulating the numbering and attaching of house numbers and construction works.

In Article 13 of Circular 08/2024/TT-BXD, the guidance for numbering dwelling units in apartment buildings is as follows:

- Apartment numbering uses a natural number sequence in order from smallest to largest according to the direction specified in Clause 2, Article 13 of Circular 08/2024/TT-BXD to number apartments. The floor number is written before the apartment number, separated by a hyphen (e.g., 21 - 05).

- The direction for numbering dwelling units is as follows:

+ Clockwise, starting from the first apartment on the left of the main entrance (elevator or stairs);

+ In the case of buildings with multiple entrances, the main entrance is determined by the investor. Numbering follows the principles set out in Point a, Clause 2, Article 13 of Circular 08/2024/TT-BXD.

- Numbering of apartment building floors is done as follows:

+ Floors are numbered in ascending order from the lowest to the highest, starting from the first floor of the building (excluding basements). Natural numbers (1, 2, 3,..., n with n being the total number of floors) are used to number the floors from smallest to largest;

+ In case of non-continuous numbering, the floor number can be combined with an additional letter (e.g., 4 becomes 3A; 7 becomes 6A...). The ground floor can be labeled instead of the first floor, and ensuing floors are numbered from ground 1, floor 2,... floor n-1;

+ For buildings with basements, numbering starts from the basement closest to the ground floor or lobby, using natural numbers (1, 2, 3,..., n with n being the total number of basements) in ascending order. To distinguish from the floor levels, an additional letter decided by the investor can be added before the basement number (e.g., B1, B2, B3,... or H1, H2, H3...).

- Numbering of apartment building staircases (for buildings with 2 or more common staircases) is performed from the main entrance into the building, with the first staircase on the left numbered 1, and subsequent staircases numbered 2, 3,... n.

Guidance on formulation plan and numbering in Vietnam

- The project investor prepares the numbering plan and implements the numbering and attaching of house plates within the project area; performs street naming as a basis for numbering and attaching house plates within the project area.

For cases where the investor has an approved numbering and house plate attachment plan in the detailed 1/500 planning or design documents approved by competent authorities, the implementation shall follow the approved plan.

- The investor names or renames streets within the project scope in accordance with laws on naming and renaming streets and public works, and other relevant legal provisions.

- Before numbering and attaching house plates within the project area, the project investor shall send a written notice to the district-level and commune-level People's Committees on the contents carried out in accordance with Clauses 1 and 2, Article 9 of Circular 08/2024/TT-BXD for reporting, management, and updating the numbering and house plate attachment within the project scope.
