The Minister of Health of Vietnam issued Circular 03/2023/TT-BYT dated February 17, 2023, on guidance on job positions, norms of the number of people working, and the structure of public employees by professional title in public health service units.

1. Guidance on medical positions at medical examination and treatment establishments from April 5, 2023 in Vietnam

According to Circular 03/2023/TT-BYT, the medical occupation positions at medical examination and treatment establishments are as follows:

- Positions of leaders and managers of medical specialties at medical examination and treatment establishments:

+ Chairman of the Management Board; Member of the Management Board

+ Head of the Control Board; Deputy Head of the Control Board; Control Commissioner

+ The Director of the Hospital/Director of the Institute has a hospital bed; the Deputy Director of the Hospital/Deputy Director of the Institute has hospital beds.

+ Director/Director of a Center of a Hospital/Institute with a hospital bed; Deputy Director/Director of a Center of a Hospital/Institute with a bed

+ Head of hospital department/institute with hospital bed; Vice Dean of the hospital/hospital with hospital beds

+ Head of department and equivalent position of hospital/institution with hospital bed; Deputy Head of Department and equivalent position of hospital or institution with hospital bed

+ Head of department/department and equivalent of the Institute, Center under the hospital; Vice Dean/Department and equivalent of the Institute, Center under the hospital

+ Midwifery growth; Chief Nursing; Chief medical technician

- Job positions, medical professional titles at medical examination and treatment establishments

+ Senior doctor (class I); Primary Doctor (class II); Doctor (class III)

+ Senior pharmacist (class I); Principal pharmacist (class II); Pharmacist (class III); Pharmaceutical grade IV

+ Nursing class II; Nursing class III; Nursing class IV

+ Class II midwives; Class III midwives; Midwives class IV

+ Medical technology grade II; Medical technology grade III; Medical technology grade IV

+ Nutrition class II; Nutrition class III; Nutrition class IV

+ Primary public health (class II); Public Health (class III)

+ Class III ophthalmic refraction; Grade III medical equipment engineering; Class IV medical equipment engineering

+ Medical secretary; Clinical Psychology

2. Norm of number of people working in medical examination and treatment establishments in Vietnam

The norm of the number of people working in medical examination and treatment facilities in Vietnam by group of titles and by type of hospital bed in accordance with Circular 03/2023/TT-BYT guides as follows:

* Adjustment coefficient: Number of people working (increase or decrease) = General norm mentioned above x Percentage of average bed occupancy of 3 consecutive years (increase or decrease) compared to the planned bed deliver
