Recently, the Ministry of Transport of Vietnam issued Circular 64/2011/TT-BGTVT stipulating measures for the economical and efficient use of energy in transport activities.

As stipulated in Article 6 of Circular 64/2011/TT-BGTVT, the guidance on making reports and statistics on energy use in transport activities in Vietnam are as follows:
- Transport enterprises that are major energy users as defined in Point a Clause 1 Article 6 of Decree 21/2011/ND-CP are responsible for assigning an energy manager to develop a five-year and annual energy usage plan, and to report annual energy usage status according to the Ministry of Industry and Trade of Vietnam's instructions.
- The Department of Transport of provinces and centrally-affiliated cities have a responsibility to cooperate with local agencies to update the list of major energy-using transport facilities under local management as stipulated in Clause 2 Article 7 of Decree 21/2011/ND-CP and the Ministry of Industry and Trade’s guidelines, and report to the Ministry of Transport of Vietnam before February 1 each year.
- State-owned Corporations and General Companies under the Ministry must review and draw up a list of major energy-using facilities as stipulated in Clause 2 Article 7 of Decree 21/2011/ND-CP; aggregate plans and reports on energy usage of affiliated units as regulated in Article 10 of Decree 21/2011/ND-CP, and submit these to the Ministry of Transport of Vietnam before February 1 each year.
In addition, Circular 64/2011/TT-BGTVT stipulates:
- Transportation vehicles that are manufactured, assembled, and imported for circulation must meet the national technical standards on fuel consumption levels issued by competent authorities.
- Organizations and individuals engaging in transport business must include the fuel consumption target for 1000 units of transport products (T.Km; Hk.Km) in their technical economic indicators for vehicle operation; and implement management and technical measures to reduce this target within their units.
More details can be found in Circular 64/2011/TT-BGTVT, which comes into force in Vietnam from February 9, 2012.
