This is a notable content of the Circular No. 102/2020/TT-BTC guiding the estimation, management, use and settlement of funds for election of deputies to the National Assembly and People’s Councils at all levels for the 2021-2026 term.
According to Clause 1 Article 5 of the Circular No. 102/2020/TT-BTC of the Ministry of Finance of Vietnam, guidance on making cost estimates for the election of deputies to the 15th National Assembly is as follows:
- For ministries and central agencies: Based on assigned tasks and activities serving the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term by the National Election Commission, based on the spending regimes specified in this Circular and current spending regimes, ministries and central agencies are assigned to assume the prime responsibility for organizing election activities, developing budget estimates for the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term and sending to the Office of the National Election Commission, and jointly to the Ministry of Finance of Vietnam.
- For central-affiliated provinces and cities:
+ Based on the number of voters in the locality, according to the spending regimes approved by competent authorities, Election Boards, Election Teams (Election Board of National Assembly deputies, Election Board of People's Council deputies at provincial, district and commune levels) shall make cost estimates for organizing the election of deputies to the National Assembly and People's Councils at their respective levels and send them to the Election Commission at the same level for summarization and submission to the superior Election Commission.
+ Election Commissions of central-affiliated cities and provinces: Based on the number of Election Commissions at all levels; Election Boards (Election Board of National Assembly deputies, Election Board of People's Council deputies at provincial, district and commune levels); the number of Election Teams; the number of members of Election Commissions, Election Boards, Election Teams; the number of electors in the locality; based on the spending regimes prescribed in this Circular and current spending regimes, sum up and appraise the funding for organizing the election of National Assembly deputies and People's Council deputies at all levels and send Office of the National Election Council, and jointly to the Ministry of Finance of Vietnam.
- Based on the budget estimates developed by the Ministries, central agencies, the Central committee of Vietnamese Fatherland Front and the Election Commissions of central-affiliated cities and provinces, the Office of the National Election Council shall develop principles and criteria for allocating election funds to ministries, central agencies and localities and submit them to the National Election Council for decision. On the basis of opinions of the National Election Council, the Office of the National Election Council shall summarize the plan for allocating funds from the central budget and arrange for the ministries, central agencies and localities to organize the election and send it to the Ministry of Finance for submission to the Prime Minister for decision.
