Guidance on Maintaining and Changing the Levels of Maritime Security

At the end of 2016, the Government of Vietnam issued Decree 170/2016/ND-CP stipulating the announcement, receipt, processing, and transmission of maritime security information.

Maintaining and Changing Maritime Security Levels are regulated by Decree 170/2016/ND-CP as follows:

- Level 1 is maintained regularly on Vietnamese sea-going ships, mobile rigs, and at Vietnamese port facilities.- Maritime security levels can be changed in order from Level 1 to Level 2 and Level 3, or may also shift directly from Level 1 to Level 3, depending on actual conditions and circumstances.- Level 3 is only applied during times when there is reliable information identifying a security incident that may or is about to occur for sea-going ships, mobile rigs, or port facilities.- Changes in maritime security levels must be implemented according to the announcements of authorized agencies and organizations and promptly notified to relevant agencies, organizations, and individuals as prescribed in this Decree and other relevant legal provisions.
