On October 09, 2024, the Ministry of Labor - Invalids and Social Affairs issued Official Dispatch 4874/BLDTBXH-CBTXH regarding the objectives, key task groups and solutions to support the restoration of social, livelihood activities to stabilize people's lives as per Resolution 143/NQ-CP dated September 17, 2024, of the Government of Vietnam.

Guidance on key tasks and solutions regarding support for life stabilization after Yagi typhoon in Vietnam

- Review, summarize, and urgently support households affected by Storm No. 3. Timely provide food and essentials to households, families at risk of famine, and those in urgent relocation; supply tents, drinking water, food, blankets, and other essential items for immediate needs, especially for families with collapsed, damaged, or swept-away houses, and those in deeply flooded, eroded, isolated areas, ensuring no individual is left hungry, homeless or lacking necessities; arrange temporary accommodations for households losing their homes due to the storm; mobilize forces to help residents repair, reconstruct houses, clean the environment, prevent disease outbreaks post-storm.

- Support for poor, near-poverty households, and those with difficult circumstances whose houses are destroyed or severely damaged requiring rebuilding, major repairs, and relocation using state budget, the national fund aiding house removal, Fund for the Poor, as well as private support sources through the Vietnam Fatherland Front Central Committee and other private investment as stipulated at point b, section 2, Part II of Resolution 143/NQ-CP dated September 17, 2024, of the Government of Vietnam, fitting local realities under the motto “determine damage promptly provide support”, in which:

+ For state budget sources: Fully implement emergency social assistance policies for residents affected by natural disasters, ensuring minimum state budget support for repair costs of severely damaged houses, fully collapsed or swept-away homes, and urgent housing relocation as specified in Decree 20/2021/ND-CP dated March 15, 2021, of the Government of Vietnam on social assistance policies for social protection subjects, and Decree 76/2024/ND-CP dated July 01, 2024, from the Government of Vietnam amending certain articles of Decree 20/2021/ND-CP and other related legal documents.

+ For socialized sources: Assess and decide suitable support levels based on the circumstances as regulated by Sponsors and competent authorities.

- Ensure the provision of safe accommodations, medical care, nutrition, psychological treatment, physical recovery, and support for formal education and vocational training in accordance with laws at local social support facilities for urgent cases such as: children with deceased or missing parents, individuals with completely destroyed homes due to floods leaving them homeless, severely injured disaster victims, elderly and disabled individuals under difficult conditions without caregivers in heavily disaster-affected areas.

- Evaluate the situation of production and business activities, workforce employment in affected areas, and for workers with households in affected areas to resolve issues, connect employment for laborers, and maintain labor supply for enterprises. Strengthen labor supply-demand connection activities, increase the frequency of job fairs and employment days, especially conduct direct surveys to understand business labor needs and labor employment needs in affected areas. Develop direct support programs for laborers in regions affected by Storm No. 3 to work at enterprises, industrial zones, including travel expenses, housing, electricity, water support... Enhance additional capital and improve the effectiveness of credit policies supporting job creation through the Social Policy Bank to lay the foundation for business production recovery and employment for businesses and laborers.

- Provincial and municipal People's Committees must promptly report on damage situations, be responsible for the accuracy of report data, and propose support from the central budget to the Ministry of Finance, Ministry of Labor - Invalids and Social Affairs for consolidation and submission to the Prime Minister for review and decision.
