On August 23, 2024, the Ministry of Education and Training issued Official Dispatch 4606/BGDDT-GDDH to implement the tasks for the 2024-2025 school year for higher education and college of education in Vietnam.

Some specific tasks include:
- Completing the 2024 enrollment process as conformable; refining the enrollment methods from 2025 to ensure quality and fairness, meeting the requirements of curriculum and general education method reform:
+ Completing the 2024 enrollment process according to the general plan, ensuring the implementation of targets and methods announced in the Scheme, in accordance with the regulations of the Ministry of Education and Training (MoET) and training institutions; tightly controlling risks and promptly addressing arising issues, fully and promptly implementing reporting policies as per regulations.
+ Refining and promptly announcing enrollment methods from 2025 onwards, thoroughly addressing issues of fairness and reliability in the methods and selection criteria; ensuring alignment with the 2018 General Education Program, while positively impacting teaching and learning activities in general education.
+ Training institutions with teacher training fields proactively collaborate with People's Committees of provinces, centrally-run cities, and propose to the direct management agency regarding the assignment of training tasks, and register enrollment targets following the MoET's guidelines to effectively implement Decree 71/2020/ND-CP and Decree 116/2020/ND-CP of the Government of Vietnam.
- Innovating and modernizing the curriculum and training methods to better meet the demand for high-quality human resources in the labor market and the diverse learning needs of students in the new context:
+ Conducting a review, innovation, and modernization of training programs according to training program standards, noting the research and addition of subjects or integrating content into the training program that meets the development requirements of fields and sectors according to strategies, programs, and projects approved by authorized bodies.
+ Strengthening international cooperation, business partnerships to innovate, update objectives, content of programs, teaching, and learning methods, and assessment of learning outcomes; encouraging the development of interdisciplinary programs, particularly in the STEM fields to support the development of key high-tech areas such as information and communication technology, artificial intelligence, semiconductors, automation, biotechnology, and green energy.
+ Diversifying training methods, jointly implementing pilot models of digital higher education, vigorously applying digital technology, especially artificial intelligence in education activities; actively collaborating with businesses in training to enhance skills and upskill workers. Focusing on developing or launching new talent training programs in fields supported by state investments aligned with societal needs.
+ Expanding the teaching and learning of foreign languages in subjects and training programs primarily conducted in Vietnamese, establishing a roadmap to make English the second language in schools, promoting international integration and attracting foreign students.
- Proactively and collaboratively performing effective communication, policy orientation work, increasing public trust in the development of higher education and enhancing the role of higher education in national, regional, and local development:
+ Proactively disseminating information about new guidelines and policies in higher education and the implementation of resolutions from the Communist Party, the National Assembly, the Government of Vietnam on the policy of university autonomy, especially through successful examples and lessons learned from practical implementations at training institutions.
+ Focusing communication and policy-oriented content on the role of the higher education system in developing high-level human resources, science, technology, and innovation serving national development; highlighting efforts and results in enhancing the quality and efficiency of higher education activities, and the necessity of increasing investment for higher education development in the new development phase.
+ Innovating communication methods to enhance the effectiveness of higher education propaganda; especially policy communication, emphasizing cooperation within the network of higher education institutions by fields in communication work.
