The Ministry of Transport recently signed and promulgated Circular 10/2019/TT-BGTVT stipulating the prevention and mitigation of natural disasters in the maritime sector. This document replaces Circular 29/2010/TT-BGTVT.
According to the new regulations, reporting policies before, during, and after maritime natural disasters are implemented as follows:
Before a natural disaster occurs: Report on the preparation for disaster prevention and control, and the status of vessels in the area.
- 60 hours prior, maritime units and enterprises in the area must send reports to the Maritime Port Authority;- 48 hours prior, the Maritime Port Authorities consolidate the implemented tasks and send reports to the Vietnam Maritime Administration;- 24 hours prior, the Maritime Port Authorities report the completion of implementation tasks to the Vietnam Maritime Administration;- 12 hours prior, the Maritime Port Authorities report changes in the number of vessels in the sea port waters and other arising tasks to the Vietnam Maritime Administration.
During a natural disaster: report on the developments of the disaster and serious incidents.
- The Maritime Port Authorities organize 24/24-hour duty, providing daily reports to the Vietnam Maritime Administration; in the case of serious incidents, immediate reporting is required;- The Vietnam Maritime Administration organizes 24/24-hour duty, providing daily reports to the Ministry of Transport; in the case of serious incidents, immediate reporting is required;
After a natural disaster:
- Immediately after the disaster ends, organizations and individuals must promptly report preliminary damage to the Maritime Port Authority.- No later than 2 days after the disaster ends, the relevant agencies, units, and enterprises must organize inspections, classify, and accurately assess the damage, and prepare reports to be sent to the Maritime Port Authority.
