Guidance on Identifying Water-Saving Products and Devices

Products and equipment utilizing water efficiently that meet the criteria stipulated in Article 4 of Circular 12/2019/TT-BKHCN are identified using the method of conformity assessment with the corresponding national standards.

The conformity assessment for water-saving products and equipment is carried out according to Method 1 as regulated in Circular 28/2012/TT-BKHCN dated December 12, 2012, of the Minister of Science and Technology, which stipulates the declaration of standard conformity, declaration of technical regulation conformity, and methods of conformity assessment with standards and technical regulations; and Circular 02/2017/TT-BKHCN dated March 31, 2017, amending and supplementing certain articles of Circular 28/2012/TT-BKHCN dated December 12, 2012, of the Minister of Science and Technology, stipulating the declaration of standard conformity, declaration of technical regulation conformity, and methods of conformity assessment with standards and technical regulations based on the voluntary basis of the organizations and individuals requesting the determination.

Additionally, organizations assessing the conformity of water-saving products and equipment shall register their activities according to the provisions of Decree 107/2016/ND-CP dated July 1, 2016, of the Government of Vietnam, which stipulates the conditions for conducting conformity assessment services, and Decree 154/2018/ND-CP dated November 9, 2018, of the Government of Vietnam, amending, supplementing, and annulling certain provisions regarding investment conditions and business in fields under the management of the Ministry of Science and Technology and certain specialized inspection regulations.
