Regarding this matter, LawNet would like to answer as follows:
On April 9, 2024, the Vietnam Social Security issued Official Dispatch 944/BHXH-TCCB on guiding the implementation of gender equality and women's progress in 2024.
In order to effectively implement gender equality legal provisions, national gender equality goals, and the main tasks and solutions for gender equality as stated in Resolution 01/NQ-CP in 2024, based on Official Dispatch 1303/LDTBXH-VBDG in 2024, Vietnam Social Security (VSS) has requested VSS units at the central level and VSS units in provinces and centrally-run cities (referred to as provincial VSS) to implement key tasks in gender equality and women's progress in 2024 as follows:
1. Organize the implementation and enforcement of the Law on Gender Equality and related legislative documents. Strictly adhere to the regulations and guidelines of VSS on gender equality and women's progress in the social security sector.
2. Continue to review and coordinate with competent agencies to propose improvements to policies and laws on gender equality. Integrate gender equality issues into the development and implementation of regulations, guidelines, programs, and work plans within the entire VSS sector.
3. Implement the National Strategy on Gender Equality for the period 2021–2030, the Program for Prevention and Response to Gender-Based Violence for the period 2021–2025, the Communication Program on Gender Equality until 2030, and other related programs, projects, and plans.
Based on the National Strategy on Gender Equality for the period 2021-2030 (Resolution 28/NQ-CP dated March 3, 2021 of the Government) and the Program for Prevention and Response to Gender-Based Violence for the period 2021-2025 (Decision 2232/QD-TTg dated December 28, 2020 of the Prime Minister), the Communication Program on Gender Equality until 2030 (Decision 1790/QD-TTg dated October 23, 2021 of the Prime Minister), provincial VSS will develop and implement suitable plans according to specific conditions and situations of the localities and units (if any). At the same time, they will effectively organize the implementation of the mentioned strategies and programs.
4. Strengthen communication, dissemination, and education of policies and laws on gender equality and women's progress.
- VSS (Department of Legal Affairs, Communication Center, Social Security Magazine within the scope of the unit) and provincial VSS will organize conferences (or incorporate them into conferences and workshops of the sector, localities, and units) to further promote the communication of Party and State policies, laws on gender equality, and women's progress, including:
Program to enhance women's equal participation in positions of leadership and management at various levels of policy planning in the period 2021–2030; Program on prevention and combat of domestic violence in the new situation until 2025; enhancing the application of information technology, digital transformation in communication work, statistics on gender equality, prevention and response to gender-based violence.
- Strengthen and diversify forms of communication to officials, employees, and workers in the units; organize activities to attract the participation of male officials, public employees, and workers in implementing gender equality to enhance awareness of gender equality and women's progress, prevention and combat of gender-based violence at workplaces, places of residence, and in the families of each official, public employee, and worker.
5. Enhance capacity and effectiveness in implementing gender equality and women's progress.
- Strengthen the selection of members of the Women's Progress Committee, officials, employees, and workers directly involved in gender equality work to participate in training courses on gender knowledge and gender equality; improve skills in integrating gender equality issues into the implementation of legal provisions; and develop strategies, programs, and work plans for VSS units at the central and provincial levels.
- Commend or propose timely commendation and recognition for outstanding organizations and individuals in the work of women's progress, gender equality, and the prevention and combat of gender-based violence.
- Strengthen coordination with relevant units to inspect, verify, and report issues and incidents related to gender equality work, gender-based violence to state agencies and competent units for coordinated resolution.
- Mobilize legal resources from domestic and international agencies and organizations to enhance the sustainability and effectiveness of gender equality and women's progress work in the social security sector.
(6) The VSS Office, affiliated units, and provincial social security agencies proactively implement activities in response to the Month of Action for Family Violence Prevention and Control (in June 2024) and the Month of Action for Gender Equality and Gender-Based Violence Prevention and Control (from November 15, 2024, to December 15, 2024).
(7) Strictly implement the information reporting regime and regularly report on the results of implementing policies and laws on gender equality according to the attached Reporting Outline, including:
- Mid-year report to be submitted before June 5, 2024.
- Year-end report to be submitted before November 30, 2024.
