The Ministry of Health recently signed and promulgated Circular 45/2018/TT-BYT amending and supplementing Joint Circular 07/2016/TTLT-BYT-BTC-BLDTBXH detailing Decree 39/2015/ND-CP on policies supporting women from poor households who are ethnic minorities when giving birth in compliance with population policies.

The preparation of estimates, allocation, and settlement of the State Budget on financial support for women from poor households who are ethnic minorities giving birth in accordance with population policy is guided by Circular 45 as follows:

- The preparation, allocation, utilization, management, and settlement of financial support are carried out under the provisions of the Law on State Budget, the Law on Accounting, and related documents.- Annually, the agency assigned the function of implementing population work at the district level prepares a budget estimate for policy support together with the regular expenditure estimate and sends it to the Population - Family Planning Sub-department or the Finance Department or the Department of Health for the budget estimate synthesis to be submitted to the competent authority for decision.
