Guidance on establishing grassroots-level security and order protection forces in Vietnam

Recently, the Ministry of Public Security has submitted to the National Assembly for consideration the Draft Law on grassroots-level security and order protection forces.

Draft Law on grassroots-level security and order protection forces provides guidance on building grassroots-level security and order protection forces as follows:

1. Arrangement of forces, specifying the framework of quantity, authority in establishing grassroots-level security and order protection forces

- grassroots-level security and order protection forces include neighborhood security guard, civil defense, semi-professional commune police concluding their task as commune police to participate in security and order protection, will be unified into a common force named security and order protection force at the grassroots level and will be arranged in hamlets, villages, communes, neighborhoods, hamlet, hamlets, villages, blocks, residential groups, and equivalent residential units in communes, wards, and commune-level towns (collectively referred to as hamlets).

- The Government of Vietnam specifies the framework of the number of grassroots-level security and order protection forces.- The Chairman of the Commune People's Committee decides on the establishment of grassroots-level security and order protection forces upon the proposal of the Police agency.

2. Supplementing quantity, discontinuing activities in the grassroots-level security and order protection forces in Vietnam

The supplementing of the number of grassroots-level security and order protection forces shall be carried out as follows:

- In case of a shortage of members in the security and order protection forces, propose supplementing;- In case members of the security and order protection forces do not complete tasks, are no longer trusted, or violate discipline and law, they shall be discontinued and replaced.

The Chairman of the Commune People's Committee decides on supplementing numbers and discontinuing activities in the grassroots-level security and order protection forces.
