On July 26, 2024, the Ministry of Home Affairs promulgated Circular 09/2024/TT-BNV providing guidance on the structure of public employees by professional title and the staffing norms in public service providers in the field of archives.

Circular 09/2024/TT-BNV applies to the following public service providers in the field of archives:

- Historical archival units of the State at the central level.

- Historical archival units of the State at the provincial level.

Guidance on determining the number of employees in historical archival units of the State from September 15, 2024

The number of employees in historical archival units of the State at the central and provincial levels in Vietnam is stipulated in Article 4 of Circular 09/2024/TT-BNV as follows:

- For historical archival units of the State at the central level: the minimum number of employees is 24, and the maximum is 90.

- For historical archival units of the State at the provincial level: the minimum number of employees is 15. The maximum number of employees for historical archival units of the State in centrally governed cities is 30, and for those in provinces is 22.

The basis for determining the structure of public employees by professional title and staffing norms are as follows:

- The structure of public employees by professional title in historical archival units of the State at the central and provincial levels is determined as follows:

+ Ensuring a reasonable structure, with the number of employees at professional job positions and general professional titles accounting for at least 65% of the total number of employees at the public service provider.

+ The criteria for determining the structure of public employees by professional title include:

++ Job position catalog;

++ Complexity of the job at the position;

++ Standards for the professional titles of public employees corresponding to the job position.

- The number of employees in historical archival units of the State at the central and provincial levels is determined based on the following criteria:

+ Job positions and actual workload at each position of the public service provider;

+ The level of modernization, equipment, working facilities, and information technology application;

+ The current management and use of the assigned number of employees of the unit;

+ Volume of documents;

+ Number and characteristics of the submission source;

+ Type of documents;

+ Physical condition of the documents;

+ Language characteristics of the documents;

+ Requirements for maximizing the value of documents;

+ Requirements for performing archival professional activities;

+ Status of dedicated storage warehouse, information infrastructure, and application level of information technology.

Note: The number of employees in historical archival units of the State at the central and provincial levels does not include the number of employees at support and service positions.

Criteria for determining the additional number of employees compared to the minimum number in Vietnam

The criteria for determining the additional number of employees compared to the minimum number in Vietnam are as follows:

- For paper archive documents: for every 2,000 linear meters of documents, an additional 01 person is allocated for every 300 linear meters of documents.

- For electronic archive documents:

+ For every 1,000,000 megabytes of electronic documents, 01 person is allocated;

+ For every 500 hours of audio or video recordings, 01 person is allocated.

- For woodblock archives: for every 15,000 pieces, an additional 01 person is allocated for every 1,500 pieces.

- For historical archival units with a specialized storage warehouse, a maximum of 03 additional persons are allocated.
