Guidance on Delimiting Forest Boundaries on Maps

On November 16, 2018, the Ministry of Agriculture and Rural Development issued Circular 31/2018/TT-BNNPTNT regulating the demarcation of forest boundaries.

The delineation of forest boundaries is carried out on maps and in the field. Specifically, Circular 31 guides the delineation of boundaries on maps as follows:

- Use the current forest status map as the map for delineating forest boundaries.- In cases where there are changes in boundaries and area due to changes in land use purposes, forest use; adjustment of administrative boundaries; transfer involving changes in the name of the forest owner, update the current forest status map for use as the boundary delineation map in the following order:- Update and collect data and documents on changes in forest boundaries and area;- Transfer sub-compartment, compartment, plot boundaries, and forest owner boundaries onto the current forest status map.- Implementing Unit- The Department of Agriculture and Rural Development presides over the adjustment of the current forest status map at the provincial level;- The district-level forest rangers adjust the current forest status map at the district and commune levels.
