Guidance on Declaration and Payment of Security Assessment Approval Fees for Seaports

This content is detailed in Circular 192/2016/TT-BTC specifying the rate, collection policies, remittance, management, and use of appraisal fees, security assessment approval for seaports, seaport security plans, and continuous discharge certificates for ships.

The declaration, collection, and payment of fees for the appraisal and approval of port security assessments, port security plans, and the issuance of continuous ship records are carried out as follows:

- No later than the 5th of each month, the fee-collecting organization must transfer the collected fees from the previous month to the pending budget fee account opened at the State Treasury.- The fee-collecting organization must declare and submit the collected fees monthly and settle accounts annually in accordance with the guidance in Clause 3, Article 19, and Clause 2, Article 26 of Circular 156/2013/TT-BTC.

According to Circular 192/2016/TT-BTC, fee-collecting organizations include:

- Vietnam Maritime Administration, which collects fees for the appraisal and approval of port security plans.- Maritime Sub-Departments, which collect fees for appraising the issuance of continuous ship records.- Maritime Port Authorities, which collect fees for the appraisal and approval of port security assessments.
