On October 18, 2024, the Ministry of Education and Training of Vietnamg issued Official Dispatch 6584/BGDDT-TCCB regarding the guidance on commendation of exceptional achievements in storm and flood management and control in Vietnam.
(1) Subjects of Commendation
- Preschool educational institutions, general education, continuing education, higher education, pedagogical colleges, departments of education and training, education and training offices, and units under the Ministry of Education and Training of Vietnamg; education administration officials, teachers, lecturers, staff, employees, and students in the Education sector with outstanding sudden achievements in storm No. 3 prevention and mitigation; participation in donations and relief support for schools, teachers, students, and communities heavily affected by the storm and flood.
- Organizations, enterprises, and individuals outside the Education sector with outstanding sudden achievements in storm No. 3 prevention and mitigation; participation in donations and relief support for schools, teachers, and students heavily affected by the storm and flood.
(2) Commendation Principles
Ensure compliance with the provisions of the Law on Emulation and Commendation and detailed regulatory documents. To be specific:
- Do not award multiple forms of commendation for one achievement.
- Do not consider or propose commendation for collectives or individuals currently under disciplinary investigation, administrative violation process, or under investigation, prosecution, adjudication; under inspection or examination with signs of violation or with complaints and denunciations being verified.
- Organizational management levels, officials and public employees, workers, and payroll fund have the responsibility to present state-level commendations for subjects within their management scope.
(3) Commendation Criteria
Commendations for collectives and individuals focus on subjects with the following achievements:
- Directly directing, commanding, organizing, participating in responding to and overcoming the consequences of natural disasters, rescue, contributing to minimizing damages, and quickly stabilizing the lives of teachers, students, or contributing to restoring schools to operation after storms and floods.
- Demonstrating noble acts, readiness to assist citizens, teachers, students, and the community during dangerous and complex times of storms and floods.
- Brave acts of saving people and protecting the property of the State and the public.
- Outstanding, exemplary participation in urgent financial, food, and essential donation, mobilization, and relief for schools, teachers, students, and residents in storm, flood, landslide, and inundation-affected areas.
(4) Forms of Commendation
- Certificate of Merit from the Minister of Education and Training.
- State-level commendation: Units within the Ministry of Education and Training of Vietnamg propose state-level commendations for outstanding, exemplary collectives and individuals with a strong, exemplary, widespread impact in the community and society.
(5) Commendation Proposal Documents
Commendation proposal documents follow simplified procedures as regulated in points b and c, clause 1, Article 85 of the Law on Emulation and Commendation and clause 2, Article 40 of Decree 98/2023/ND-CP dated December 31, 2023, detailing the implementation of certain articles of the Law on Emulation and Commendation, specifically:
- A proposal presentation for Commendation.
- A summary report of outstanding sudden achievements by the individual or collective proposed for Commendation, or the direct management unit submits a summary report of outstanding sudden achievements by the individual or collective proposed for Commendation.
