Recently, the Government of Vietnam has unanimously issued Decree 74/2015/ND-CP on civil air defense.

Decree 74/2015/ND-CP stipulates that high-priority civil air defense areas are defined as districts, towns, and provincial cities with important strategic positions in terms of politics, economy, socio-culture, defense, security, and where there are key provincial targets.
Additionally, non-high-priority civil air defense areas are defined as districts, towns, and provincial cities that do not fall within the districts, towns, and provincial cities with strategic important positions.
Besides, this Circular also stipulates that high-priority civil air defense provinces and cities under Central Government management are defined as provinces and cities with important strategic positions in terms of politics, economy, socio-culture, defense, security or where there are national and military zone key targets. Non-high-priority civil air defense provinces and cities under Central Government management are provinces and cities not specified in Clause 1 of this Article.
Regarding the authority to determine provincial and local key areas for civil air defense:
- The Minister of National Defense decides the key civil air defense provinces and cities nationwide, based on the proposal of the Military Zone Command and the Hanoi Capital Command.
- The Military Zone Commander directs the Provincial Military Command to identify and advise the Chairman of the People's Committee at the same level to decide on the key civil air defense areas of their level.
- The Commander of the Hanoi Capital Command is responsible for determining and advising the Chairman of the Hanoi People's Committee to decide on key civil air defense areas of the city.
