This is the highlight of the content issued by the Governor of the State Bank of Vietnam in Circular 25/2013/TT-NHNN stipulating the collection and exchange of money that does not meet circulation standards.
According to the provisions in Circular 25/2013/TT-NHNN, the assessment of currency that does not meet circulation standards is carried out as follows:

- In cases where the conditions for exchange of banknotes have not been determined and require assessment, within 03 working days from the date of receiving the physical item from the customer, the exchange unit shall transfer the physical item along with the assessment request form (according to Appendix No. 02 attached) to the local branch of the State Bank for assessment. For the Transaction Office of the State Bank, the physical item and the assessment request form are transferred to the Issuance and Treasury Department.- Within 03 working days from the date of receiving the assessment request from the exchange unit, the local branch of the State Bank shall notify the assessment result in writing and return the physical item to the requesting unit. In cases where the assessment cannot be conducted, within 07 working days from the date of receiving the physical item and the assessment request from the exchange unit or the customer’s exchange request, the local branch of the State Bank shall transfer the physical item along with the assessment request form to the Issuance and Treasury Department or the Issuance and Treasury Sub-Department in Ho Chi Minh City for assessment.- Within 05 working days from the date of receiving the assessment request from the local branch of the State Bank and the Transaction Office of the State Bank, the Issuance and Treasury Department or the Issuance and Treasury Sub-Department in Ho Chi Minh City shall notify the assessment result in writing, and simultaneously return the physical item to the requesting unit.- The requesting unit shall organize the transportation of currency that does not meet circulation standards and bear responsibility for ensuring safety during transportation.
