Individuals who wish to apply for a new Certificate of registration for audit practice shall follow the procedure below.
Guidance on applying for issuance of Certificate of registration for audit practice in Vietnam (Internet image)
Based on the regulations of Circular 43/2023/TT-BTC (amended and supplemented by Circular 22/2024/TT-BTC), the procedure for issuance of Certificate of registration for audit practice in Vietnam is conducted as follows:
* Procedure:
- Step 1: Submit the dossier.
- Step 2: Dossier assessment: The Ministry of Finance of Vietnam (Department of Accounting and Auditing Supervision) receives and assesses the dossier.
- Step 3: Pay the fee for eligible individuals.
- Step 4: Issue the certificate to the eligible individuals.
- Step 5: Publicize the list on the Ministry of Finance of Vietnam's website.
* Method of implementation:
Submit the dossier directly at the One-Stop Unit or through public postal services, according to the regulations of the Prime Minister of the Government of Vietnam, by using the services of enterprises, individuals, or by authorization according to legal regulations; or submit online at the National Public Service Portal or the Ministry of Finance's Public Service Portal.
* Components of the dossier:
- Appendix 06/DKHN issued with Circular 202/2012/TT-BTC.
- Application form for the Certificate of registration for audit practice according to the form specified in Appendix 01/DKHN issued with Circular 202/2012/TT-BTC (amended and supplemented by Circular 43/2023/TT-BTC and Circular 22/2024/TT-BTC).
- A copy of the full-time employment contract at the auditing firm.
- A certification of actual auditing time according to the form specified in Appendix 04/DKHN issued with Circular 202/2012/TT-BTC (amended and supplemented by Circular 43/2023/TT-BTC and Circular 22/2024/TT-BTC) or documents proving the actual auditing time or an explanation accompanied by documents proving the actual auditing time.
- A personal information form according to the form specified in Appendix 05/DKHN issued with Circular 202/2012/TT-BTC (amended and supplemented by Circular 43/2023/TT-BTC and Circular 22/2024/TT-BTC).
- A judicial record issued by the competent authority within no more than six (06) months from the date of submission of the audit practice registration dossier.
- Two 3x4cm color photos taken with a white background within no more than six (06) months from the date of submission of the audit practice registration dossier.
- A copy of the resignation decision or the decision to terminate the employment contract at the previous workplace before the auditing firm.
- A copy of the work permit in Vietnam for foreign auditors unless Vietnamese labor law stipulates that a work permit is not required.
- Documents proving the auditor's knowledge update hours from international professional organizations on accounting and auditing in case of credited knowledge update hours.
* Processing time: 15 days from the date of receipt of a valid and complete dossier.
* Subject of administrative procedures: Individuals, organizations
* Implementing agency: Ministry of Finance
* Result of administrative procedure: Certificate of registration for audit practice
* Fees, Charges (if any): 1,200,000 VND
* Requirements, conditions for implementing administrative procedures (if any): Auditors registering for practice ensure conditions as prescribed in Article 3 Circular 202/2012/TT-BTC including:
- Being an auditor;
- Having actual auditing experience of at least thirty-six (36) months;
- Meeting the knowledge update hours as stipulated by the Ministry of Finance.
