Regarding this issue, LawNet would like to answer as follows:

On February 29, 2024, the Ministry of Labor - Invalids, and Social Affairs issued Official Dispatch 793/MLIS-CTE guiding the key tasks regarding child affairs for 2024 in Vietnam.

To ensure the responsibility of implementing children's rights and addressing children's issues at all levels of People's Committees, sectors, and organizations as regulated in the Law on Children 2016, Resolution 01/NQ-CP dated January 5, 2024 of the Government on the tasks and main solutions for implementing the Socio-economic Development Plan and State Budget Estimates for 2024, and related documents, the Ministry of Labor - Invalids, and Social Affairs provides guidance on the key tasks of child affairs in 2024 as follows:

(1) Develop plans and organize the implementation of Directive 28-CT/TW dated December 25, 2023 of the Politburo on "strengthening the care, education, and protection of children to meet the requirements of the prosperous and happy development of the country". Direct and effectively implement the National Action Program for Children for the period 2021–2030 and programs and projects related to children. Build a safe, friendly, and healthy living environment for comprehensive child development.

(2) Continue to effectively implement laws and policies on the care, education, and protection of children. Control and reduce the number of children being abused, ensure timely prevention, support, and intervention for children at risk of and children who have been abused. Develop decisions of People's Committees, propose resolutions of People's Councils on policies and budget allocation, human resources for child protection work, and care for children with special circumstances.

(3) Enhance the role and innovative approaches of political-social organizations, social organizations, and encourage individuals and businesses to participate in the care, education, and protection of children. Connect and guide organizations and volunteer groups working for children to implement the Prime Minister's Decision on mobilizing resources to support children in specially difficult communes of ethnic minority and mountainous areas; build partnership models between provinces with particularly difficult communes of ethnic minority and mountainous areas; and develop economic provinces and cities to support children.

(4) Strengthen communication and legal education on children's rights and child protection; enhance awareness and skills in building a safe, healthy, and friendly living environment for children. Communicate and provide advice to communities, families, schools, and classrooms on parenting skills and life skills for children.

(5) Organize Children's Action Month in 2024 with the theme "Taking practical actions, prioritizing resources for children"; allocate local budgets to build and upgrade facilities for children. Organize the Mid-Autumn Festival in 2024; regular children's forums.

(6) Pay attention to implementing the Program for protecting and supporting children's healthy and creative interaction on the internet. Review and strictly handle violations of ethics and laws that affect children, especially the phenomenon of minors deceiving others on social media and content that instructs children to engage in violent and unsafe behaviors on the internet.

(7) Effectively implement the work of caring for children's mental health, caring for orphaned children, and ensuring that children enjoy the full range of state policies on support and alternative care for children with special circumstances. Strengthen the work of preventing accidents and injuries and preventing children from drowning.

The Department of Labor - Invalids, and Social Affairs will coordinate with the Department of Finance and relevant agencies to prioritize the allocation of funds to implement the activities of the Program for preventing accidents and injuries to children (Circular 76/2023/TT-BTC dated December 29, 2023 of the Ministry of Finance on the organization and implementation of the state budget for 2024); prioritize the construction of swimming pools to increase the proportion of children learning to swim and acquiring water safety skills.

(8) Guide the evaluation, approval, and recognition of child-friendly communes, wards, and towns, detect difficulties and shortcomings in the implementation process, and report the results to the Ministry of Labor - Invalids, and Social Affairs. Coordinate with the Vietnam Fatherland Front to effectively implement the movement "The whole nation cares for, educates, and protects children" in conjunction with the campaign "The whole nation unites to build new rural areas and civilized urban areas".

(9) Strengthen inspection and enforcement of laws and policies on children; review the self-inspection work of the People's Committees at the commune level, inspect the operations of facilities providing child protection services; and examine the use of child labor in production and business establishments and households, especially households in craft villages. Handle promptly and strictly; direct and clarify the responsibilities of agencies, organizations, and individuals for cases of child abuse, accidents, and injuries to children, especially incidents causing the death of children.

(10) Continue to implement the collection of statistical indicators and reporting according to Circular 13/2021/TT-BLDTBXH; standardize and clean up data, update it in the child information management software from the grassroots level to meet the requirements of developing population data applications, digital identification, and electronic authentication to serve the national digital transformation phase from 2022 to 2025, with a vision towards 2030 as stated in Decision 06/QD-TTg dated January 6, 2022 of the Prime Minister.
