Guidance for Railway Transport Enterprises on Finalizing and Settling Costs for Special Duties

In Article 4 of Circular 49/2019/TT-BGTVT, detailed guidelines are provided on the procedure for liquidation and settlement of transportation cost implementation for railway transport enterprises when performing transportation for special tasks through the following steps:

Step 1: Within 90 days after completing the special task, the railway transport enterprise shall submit 01 set of documents for the liquidation and settlement of transportation costs for performing the special task as prescribed in Article 3 of this Circular to the Vietnam Railway Department (Documents are submitted to the Vietnam Railway Department either directly through official dispatches or through the postal system).

In case the document for the liquidation and settlement of transportation costs for performing the special task is not sufficient as prescribed, within 03 working days from the date of receiving the documents, the Vietnam Railway Department shall issue a written request for the unit to supplement the documents as prescribed.

Step 2: The Vietnam Railway Department organizes the inspection and approval of the settlement of transportation costs for performing the special task and reports the results of the approval to the Ministry of Transport within 15 days from the date of receipt of complete and valid documents.

Step 3: The Ministry of Transport, presides and cooperates with the competent state management agencies as prescribed in Clause 1, Article 46 of Decree 65/2018/ND-CP, appraises the settlement report on the transportation cost implementation for the special task and issues a document to the Ministry of Finance as a basis for settlement with the state budget.

Attention should be paid that the arrangement of budget capital and payment of support costs for performing special tasks for railway transport enterprises must be carried out in accordance with the Ministry of Finance's guidelines and legal regulations.
