From January 01, 2025, there will be more guarded subjects according to the regulations of Law on Security Guard Force of Vietnam.

Law amending Law on Security Guard Force 2024 was passed by the National Assembly on June 28, 2024. This law has expanded the number of guarded subjects compared to previous regulations.

What are guarded subjects?

Guarded subjects are individuals holding key leadership positions, senior leaders of the Communist Party of Vietnam, the Socialist Republic of Vietnam, the Central Committee of the Vietnam Fatherland Front; international guests visiting or working in Vietnam; critical areas; extremely important events, and other subjects subject to protective guard measures and policies as stipulated in the Law on Security Guard Force 2017.

Guarded subjects from January 1, 2025 under new regulations in Vietnam

Specifically, Article 10 of the Law on Security Guard Force 2017 (amended 2024) stipulates the guarded subjects as follows:

(1) Individuals holding key leadership positions, senior leaders of the Communist Party of Vietnam, the Socialist Republic of Vietnam, the Central Committee of the Vietnam Fatherland Front include:

- General Secretary of the Central Executive Committee of the Communist Party of Vietnam;- President;- Chairman of the National Assembly;- Prime Minister of the Government of Vietnam;- Former General Secretary of the Central Executive Committee of the Communist Party of Vietnam, former President, former Chairman of the National Assembly, former Prime Minister of the Government of Vietnam;- Standing Member of the Secretariat, Member of the Politburo;- Member of the Secretariat;- Chairman of the Central Committee of the Vietnam Fatherland Front, Chief Justice of the Supreme People's Court, Chief Procurator of the Supreme People's Procuracy, Vice President, Vice Chairman of the National Assembly, Deputy Prime Minister of the Government of Vietnam.

(2) International guests visiting or working in Vietnam include:

- Heads of state, legislative bodies, the Government of Vietnam;- Deputies of the heads of state, legislative bodies, the Government of Vietnam on the principle of reciprocity, foreign policy requirements;- Guests invited by the General Secretary of the Central Executive Committee of the Communist Party of Vietnam, the President, the Chairman of the National Assembly, the Prime Minister of the Government of Vietnam;- Other guests upon the recommendation of the Head of the Central External Relations Committee, the Chairman of the National Assembly's External Affairs Committee, the Minister of Foreign Affairs on the principle of reciprocity, foreign policy requirements.

(3) Critical areas include:

- Working areas of the Central Communist Party;- Working areas of the President;- Working areas of the National Assembly;- Working areas of the Government of Vietnam;- Ho Chi Minh Mausoleum; Ho Chi Minh Museum; Presidental Palace Historical Site; Ba Dinh Square; Memorial for Heroes and Martyrs on Bac Son Street, Ba Dinh District, Hanoi;- The Minister of Public Security prescribes the scope of protective guard for critical areas at points a, b, c, d, and e, Clause 3, Article 10 of the Law on Security Guard Force 2017 (amended 2024).

(4) Extremely important events include:

- National Congress of the Communist Party;- Meetings of the Central Executive Committee of the Communist Party;- Sessions of the National Assembly;- Meetings of the Politburo, Secretariat, National Defense and Security Council, Standing Committee of the National Assembly, the Government of Vietnam;- Conferences, ceremonies held by the Central Communist Party of Vietnam, the President, National Assembly, Standing Committee of the National Assembly, Government of Vietnam, Prime Minister of the Government of Vietnam, which are attended by guarded subjects as stipulated at points a, b, c, or d, Clause 1, Article 10 of the Law on Security Guard Force 2017 (amended 2024); national conferences held by central political-social organizations; international conferences held in Vietnam attended by guarded subjects as stipulated at points a, b, c, d, Clause 1 or point a, Clause 2, Article 10 of the Law on Security Guard Force 2017 (amended 2024).

(5) Based on the political security situation in each period, the Government of Vietnam submits to the Standing Committee of the National Assembly to supplement the list of guarded subjects and apply appropriate protective guard measures and policies in accordance with Articles 11, 11a, 12, 12a, 13, and 14 of the Law on Security Guard Force 2017 (amended 2024).
