Recently, the Ministry of Information and Communications issued Circular 23/2020/TT-BTTTT,on particular contents of state-funded information technology service leases.

According to Article 6 Circular 23/2020/TT-BTTTT regulating the service quality inspection and assessment during the preparation stage for service provision in Vietnam as follows:
- The inspection and evaluation of service quality shall be carried out through testing or trial operation and other inspection and evaluation methods (if any) corresponding to each specific criterion specified in Clause 1, Article 3 of Circular 23/2020/TT-BTTTT;
- The results of the inspection and evaluation of service quality serve as the basis for service acceptance and handover for use. Documents serving as the basis for acceptance include:
+ Test or commissioning report;
+ Inspection and assessment report (if any);
+ Other related records and materials.
- The service hirer and the service provider jointly sign the service acceptance and handover record for use according to Form No. 1, Appendix II of Circular 23/2020/TT-BTTTT as the basis for official service use.
Additionally, the service quality inspection and assessment conducted in the lease execution stage in Vietnam is as follows:
- The service hirer is responsible for monitoring, supervising the service provision process of the service provider, and inspecting and evaluating service quality during the service rental phase. The inspection and evaluation of service quality are carried out through surveys, collection, analysis, and evaluation of feedback from organizations and individuals using the service or periodic or ad-hoc inspections of the service provision system and the service provider to assess the service quality based on specific predefined criteria, or a combination of these methods.
- The service provider is responsible for providing the service and reporting the service provision results during the service rental phase to the service hirer periodically or ad-hoc as agreed in the contract;
- The results of the inspection and evaluation of service quality serve as the basis for service provision acceptance. Documents serving as the basis for acceptance include:
+ Report on service provision results prepared by the service provider according to the form No. 2 of Appendix II of Circular 23/2020/TT-BTTTT;
+ Report on monitoring and oversight results prepared by the lead lessee according to the form No. 3 of Appendix II of Circular 23/2020/TT-BTTTT;
+ Record of transfer of information and data acquired during the service supply process (if any) using the form No. 4 of Appendix II of Circular 23/2020/TT-BTTTT;
+ Other related records and materials.
- The service hirer and the service provider jointly sign the service provision result acceptance record according to Form No. 5, Appendix II of Circular 23/2020/TT-BTTTT as the basis for payment according to the agreement in the contract in Vietnam.
