1. Grounds for developing work programs of the City People's Committee, Chairman of the City People's Committee of Hanoi 

According to Article 21 Decision 51/2024/QD-UBND regulating the annual, quarterly, and monthly work programs built on the basis of:

- Legal documents of competent authorities from the central government (Laws, Ordinances, Resolutions, and detailed implementation documents of the Laws, Ordinances, etc.) and from the City.

- Resolutions, Plans, Programs, Conclusions, directives of the Government of Vietnam, the Prime Minister of the Government of Vietnam, the City Party Committee, the City People's Council, the Standing Committee of the City People's Council, the City People's Committee, the Chairman of the City People's Committee, the Vice Chairmen of the City People's Committee.

- Specific proposals in writing from the provincial departments and authorities, agencies, Chairman of the People's Committees of districts, towns at the district level, and are approved by the Chairman of the City People's Committee or Vice Chairmen of the City People's Committee.

The weekly work schedule is built based on the monthly work program and the practical requirements of directing, operating, internal, and external activities of the Chairman and Vice Chairmen of the City People's Committee.

2. Procedures for developing work programs of the City People's Committee, Chairman of the City People's Committee of Hanoi 

According to Article 21 Decision 51/2024/QD-UBND regulating the annual work program as follows:

- Before September 30 each year, the Office of the City People's Committee sends an official letter requesting Heads of provincial departments and authorities, agencies, Chairmen of the People's Committees of districts, towns at the district level to register projects into the next year's work program.

- Before November 15, provincial departments and authorities, agencies, and localities register their projects with the Office of the City People's Committee, including: name; construction basis; necessity; content orientation; adjustment scope; appraisal authority (if any); presentation level; submission deadline identified by the month; final product of the project. Heads of provincial departments and authorities, agencies, and localities bear individual responsibility before the City People's Committee and Chairman of the City People's Committee for registering the work program of their sector, field, or locality, and if past the deadline without sending the registration document, it is considered not registering the annual work program and they will be held accountable before the City People's Committee and Chairman of the City People's Committee.

- The Office of the City People's Committee presides, cooperates with related agencies to review, verify the registration proposals of units according to prescribed functions and duties; updates and supplements other projects based on the directives of the City People's Committee, Chairman of the City People's Committee, Vice Chairmen of the City People's Committee, or competent authorities; determines the projects to be included in the work program; aggregates and drafts the next year’s work program to present to the City People's Committee. Within 10 days from the date the City People's Committee approves it, the Office of the City People's Committee submits it to the Chairman of the City People's Committee for consideration and issuance.

* The quarterly work program is issued no later than the first working day of the first month of the quarter.

* The monthly work program is issued no later than the first working day of the month.

* The weekly work program is issued no later than Friday of the previous week.

* The process of preparing, drafting the legal document construction program of the City People's Committee is carried out according to the provisions of the law on the issuance of legal documents. The construction program of regulatory decisions of the City People's Committee is aggregated into the work program of the City People's Committee.
