Government Inspectorate Units Responsible for Codification of Legal Normative Documents

According to the Circular 06/2015/TT-TTCP, Implementation of codification for legal norms in legal normative documents issued or drafted by the Government Inspectorate of Vietnam;

The Government Inspectorate of Vietnam codifies legal norms presented by agencies, organizations, and National Assembly deputies that adjust issues related to inspection, citizen reception, complaint resolution, denunciation resolution, and anti-corruption.

To be specific, The Director of the Legal Department is responsible for:

- Assisting the Chief Government Inspector in proposing the construction of headings;- Leading and cooperating with relevant units to develop and submit a general plan to the Chief Government Inspector for issuance to implement codification, assign units to implement; monitor, urge, and check the implementation of the plan;- Organizing the inspection of the codification results of the Government Inspectorate of Vietnam;- Leading and cooperating with relevant units within the Government Inspectorate of Vietnam to sign contracts and manage the team of collaborators performing codification.

The heads of units under the Government Inspectorate of Vietnam are responsible for:

- Assigning officials to cooperate with the Legal Department in codifying legal normative documents within their assigned management area;- Coordinating with the Legal Department in case of discovering conflicting, overlapping, or unsuitable legal norms with reality in documents they draft for issuance by competent authorities or in inter-agency legal normative documents they lead to handle according to the regulations on issuing legal normative documents before arranging the legal norms into headings.

The content, order, and procedures for codifying legal normative documents regarding inspection, citizen reception, complaint resolution, denunciation resolution, and anti-corruption are implemented according to the provisions of Circular 13/2014/TT-BTP by the Ministry of Justice dated April 29, 2014, providing guidelines on the implementation of the codification system for legal norms.
