Government Decree guiding the People's Council on implementing legal documents of higher-level state agencies

To be specific, according to the content of Section 1, Chapter 3 of the Ordinance on Supervision and Instruction by the Standing Committee of the National Assembly, and the Guidance and Inspection by the Government of Vietnam towards the People's Council 1996, the guidance by the Government of Vietnam towards the People’s Council in implementing legal documents from the higher state authorities is stipulated as follows:

- The Government of Vietnam issues documents guiding the People's Council in implementing laws and resolutions of the National Assembly, ordinances, and resolutions of the Standing Committee of the National Assembly, orders, and decisions of the President;- Based on the resolutions of the National Assembly, the Government of Vietnam guides the People's Council in considering and deciding on the socio-economic development plans, budget estimates, and approval of final budget settlements, ensuring security, national defense, and social order and safety in the localities;- The Government of Vietnam guides the People's Councils of provinces and centrally run cities in implementing the resolutions and decisions of the Government of Vietnam, and the decisions and directives of the Prime Minister of the Government of Vietnam relating to the activities of local governments;- The Government of Vietnam organizes training on policies, laws, and state management knowledge for the representatives of the People's Councils of provinces and centrally run cities; guides the organization of training on policies, laws, and state management knowledge for the representatives of the People's Councils of districts, urban districts, district-level towns, provincial cities, communes, wards, and commune-level towns;- The Government of Vietnam guides the People's Council in implementing the regulations on organization, staffing of supporting apparatuses; salary policies for the positions of the Standing Committee of the People's Council and the committees of the People's Council; remunerative policies for representatives of the People's Council.
