Circular 11/2015/TT-BCT on the transit of goods from the People's Republic of China through the territory of Vietnam, issued by the Minister of Industry and Trade on June 4, 2015.

Circular 11/2015/TT-BCT regulates the supervision of the transit of goods from China through the territory of Vietnam as follows:
- Transit goods are subject to customs supervision during the entire time of their movement within the territory of Vietnam; entering and exiting Vietnam through the designated border gates and routes; the quantity of exported goods must equal the quantity of imported goods, in the original packaging, and intact.
- Procedures for the storage, warehousing, separation of transit goods; procedures for transshipment, and change of transport means for transit goods are carried out in accordance with customs regulations.
- During transit and storage within the territory of Vietnam, if transit goods encounter incidents or damages (such as breakage, damage, loss, etc.), the owner of the goods or the carrier must promptly notify the customs authority where the incident occurred to make a report confirming the status of the goods and handle according to legal regulations. If it is not possible to notify the customs authority immediately, the owner of the goods or the carrier shall notify the police, border guard or coast guard authority in the appropriate area for confirmation.
Additionally, the Circular requires the owner of the goods or the carrier to submit and present to the customs authority the Transit Permit issued by the Ministry of Industry and Trade as stipulated in this Circular, the Transit Transport Contract, and the types of documents as per customs regulations.
Furthermore, fees and costs arising from transit activities shall be paid in freely convertible currencies in accordance with the Payment and Cooperation Agreement between the State Bank of Vietnam and the People's Bank of China signed on October 16, 2003, and current provisions on foreign exchange management.
