Good news about allowances for Vietnamese conscripts in 2020

The allowance for citizens performing military service in 2020 is expected to change significantly if the statutory pay rate is increased from 1.49 million VND to 1.6 million VND according to the proposal of the Government of Vietnam.

1. Rank-based Allowances

According to Table 7 of Decree 204/2004/ND-CP and Point a, Clause 2, Article 3 of Circular 79/2019/TT-BQP, the rank allowance for non-commissioned officers and soldiers on active duty is calculated based on the current rank allowance coefficient multiplied by the statutory pay rate. If the statutory pay rate for 2020 is projected to be 1.6 million VND, the rank-based allowance will be applied as follows.

2. Additional Allowance for Extended Service Time

According to Article 4 of Decree 27/2016/ND-CP, guided by Article 4 of Circular 95/2016/TT-BQP, in addition to the rank allowance policies, non-commissioned officers and soldiers whose service time is extended beyond the 24th month are entitled to an additional 250% of their current rank allowance.

Allowance for extended service time = Current rank allowance x 250%.

In which:

Extended service allowance = Current rank allowance x 250%

Thus, the extended service allowance will increase correspondingly if the statutory pay rate increases to 1.6 million VND.

3. Incentive Allowance

Also according to Article 4 of Decree 27/2016/ND-CP, female non-commissioned officers and soldiers on active duty are entitled to an incentive allowance equivalent to 0.2 of the statutory pay rate per month.

With the statutory pay rate increasing from 1.49 million VND/month to 1.6 million VND/month, the incentive allowance increases from 298,000 VND/month to 320,000 VND/month.

4. One-time Discharge Allowance

According to Point a, Clause 2, Article 7 of Circular 95/2016/TT-BQP, non-commissioned officers and soldiers discharged from service are entitled to a one-time discharge allowance. For each year of service in the Army (full 12 months), they are entitled to an allowance equal to 02 months' statutory pay rate as stipulated by the Government of Vietnam at the time of discharge. Specifically:

One-time discharge allowance = Number of years of service x 02 months' statutory pay rate

5. Job Creation Allowance

After completing military service, non-commissioned officers and soldiers are entitled to a job creation allowance equivalent to 06 months' statutory pay rate at the time of discharge.

- The current allowance is: 1.49 million VND x 6 = 8.94 million VND.- The projected 2020 allowance is: 1.6 million VND x 6 = 9.6 million VND.

The above content is based on Clause 4, Article 7 of Circular 95/2016/TT-BQP.

Thus, in addition to the rank allowance, other allowances such as the incentive allowance for female non-commissioned officers and soldiers, the one-time discharge allowance, and the job creation allowance upon discharge will also significantly increase if the Government of Vietnam's proposal to raise the statutory pay rate to 1.6 million VND in 2020 is officially approved.
