Recently, the Minister of Transport has signed and issued Circular 30/2019/TT-BGTVT stipulating the National Technical Regulation on Motor Vehicle Inspection Units.
According to the regulations in Circular 30/2019/TT-BGTVT, motor vehicle inspection units must meet the general technical infrastructure requirements stipulated in the National Technical Regulation for Motor Vehicle Inspection Units (QCVN 103:2019/BGTVT) as follows:

- The technical infrastructure of the inspection unit includes: premises; workshops; office buildings; parking lots; internal roads; inspection lines; software, information equipment, data storage and transmission systems; inspection operation monitoring systems; and information postings to meet the requirements of motor vehicle inspections.- The entire technical infrastructure of the inspection unit is arranged on a single plot of land that the unit has the legal right to use, with convenient road access for motor vehicles to enter and exit for inspection without obstructing traffic on the road; the entrance and exit ensure safety for motor vehicles and pedestrians.- There must be separate parking lots for vehicles waiting for inspection and for inspected vehicles waiting for results and issuance of the inspection certificate.- The internal roads for motor vehicles and parking lots must be covered with asphalt concrete or cement concrete; the road width must not be less than 3 meters.- Ensure fire prevention and occupational safety, and environmental hygiene according to regulations.- Equip with supporting systems and equipment, including:
- An audio system to notify vehicle owners;- A minimum 32-inch display screen in the customer waiting room to publicly monitor the inspection process on the inspection line;- A camera system to photograph motor vehicles entering the inspection area with the time of the photograph displayed;- An exhaust gas extraction system when checking the environmental performance of motor vehicles, with a forced ventilation system in the inspection workshop.
- The inspection equipment of an inspection line includes:
- Brake inspection equipment;- Wheel side-slip measuring equipment;- Exhaust gas analyzer;- Smoke measuring equipment;- Noise measuring equipment; for units with multiple workshops, each workshop only needs to equip 01 noise measuring device per 02 inspection lines;- Headlamp inspection equipment;- Shaking equipment (supporting equipment for undercarriage inspection);- Lifting equipment (vehicle lift) or inspection pit.
- Inspection equipment for each inspection line may be arranged in multiple workshops; only the exhaust gas analyzers and smoke measuring devices may be located outside the inspection workshop. The installation of inspection equipment must comply with the technical requirements of the manufacturer and ensure the maintenance of the equipment's technical features throughout its use.- Inspection equipment installed at the inspection unit must have clear usage instructions and documentation of origin. Inspection equipment must meet current ISO, OIML, IEC, and TCVN standards and be equipped with appropriate testing and evaluation tools compatible with the unit's equipment type (excluding the equipment mentioned at points g and h of section 2.1.7).
