The content mentioned in Decision 1836/QD-BTNMT in 2023 on the implementation plan of Resolution 53/NQ-CP on the implementation of Resolution 74/2022/QH15 on promoting the implementation of policies and laws on thrift practice and anti-waste promulgated by the Minister of Natural Resources and Environment.

- Propagating and disseminating in order to raise awareness and responsibility in the implementation of policies and laws on thrift practice and waste prevention at each agency, unit, and organization so that thrift practice and anti-wastefulness will truly become the behavior culture of officials, civil servants, and public employees.

- Agencies and units should strengthen and tighten discipline, thoroughly thrift, fight waste, and improve efficiency in mobilizing, managing, and using the country's resources for rapid and sustainable development. Improve the effectiveness and efficiency of supervision, inspection, and examination related to the implementation of policies and laws on thrift practice and anti-waste. Strictly and promptly handle the responsibility of organizations and individuals for violations in the practice of thrift and anti-waste.

- Based on the assigned functions and tasks, the agencies and units continue to perfect the system of policies and laws related to thrift practice and anti-waste to ensure synchronization, consistency, and suitability with practical requirements.

From 2023, regularly evaluate the effectiveness and quality of policies after promulgation to promptly correct inadequacies and conflicts in order to limit loss and waste of resources. Focus on formulating policies on thrift practice and anti-waste in each period for a number of key fields such as management, exploitation, and use of land, natural resources, and minerals.

In addition, agencies and units seriously rectified, learned from experience, and urgently had synchronous solutions to overcome the shortcomings and limitations pointed out in the monitoring results report of the National Assembly Oversight Delegation. Improve the responsibility of the head, personalize responsibility; ensure publicity and transparency; speed up the reform of administrative procedures; strengthen discipline, focus on directing to well implement thrift practice, and fight against waste.

Organize the inspection, examination, prevention, and timely and strict handling of illegal acts to avoid loss and waste. Focus on carefully studying the solutions, proposals, and recommendations stated in the Report of the National Assembly Oversight Delegation to strictly implement the key tasks in the attached Appendix.

Some specific tasks, such as:

- Reviewing, making statistics, and synthesizing fully information and data related to the implementation of policies and laws on thrift practice and anti-wastefulness in the 2016–2021 period; in which: continue to collect information and data about:

+ Area of land allocated but used for improper purposes

+ A specific list of land for planting annual crops that is not used for a period of 12 consecutive months, land for perennial crops that is not used for a period of 18 consecutive months; afforestation land that has not been used for 24 consecutive months

- Clarifying the responsibilities of organizations and individuals, especially the accountability of the head, for violations, losses and waste in projects using state capital with loss, waste, and other shortcomings and limitations mentioned in the report of the Monitoring Team.
