On June 15, 2018, the Ministry of Labor, Invalids and Social Affairs issued Circular 03/2018/TT-BLDTBXH stipulating the general standards of professional ethics for public employees.

To be specific, the following standards apply:

- Passionate about the profession, maintaining the integrity, honor, reputation, and conscience of an educator; possessing a spirit of solidarity, love, and helpfulness toward colleagues in life and work; showing kindness, tolerance, and generosity, and treating students, learners (hereinafter referred to as learners), and colleagues with courtesy; protecting the legitimate rights and interests of learners, colleagues, and the community;- Devoted to work; strictly adhering to the regulations, policies, and rules of vocational education institutions and the sector;- Fairness in teaching and education, accurately assessing learners' capabilities; practicing thriftiness, combating achievement syndrome, and fighting corruption and wastefulness;- Other professional ethical standards of public employees specializing in vocational education as prescribed by law.
