Recently, the Ministry of Education and Training issued Circular 39/2010/TT-BGDDT Regulations on evaluating and classifying student affairs of universities, colleges, and professional secondary schools, which includes general regulations on evaluating students of universities.

The general regulations on the assessment of students at universities and colleges are stipulated in Circular 39/2010/TT-BGDDT as follows:
- This document stipulates the assessment of student affairs,, which includes the standards for assessing student affairs and self-assessment and classification of student affairs according to these standards.
- These regulations apply to faculties under universities, academies, universities, colleges, and professional secondary schools (hereinafter collectively referred to as schools).
- The standards for assessing student affairs are regulations on basic and characteristic contents of each fundamental field of student affairs.
- A content of a standard is an item in the articles stipulated in Chapter II of this document.
- To ensure uniformity, gradually standardize to promote the development of student affairs, contributing to improving the quality of education and training efficiency of the schools.
- To serve as a basis for schools to build programs, plans to consolidate, complete, and enhance student affairs after each academic year.
- Ensuring objectivity, comprehensiveness, scientific nature, and accurate conclusions on the actual state of student affairs at the school.
- The self-assessment and classification of student affairs at the school must be based on existing evidence (documents, materials, objects, phenomena) to identify the level achieved for each content of the standards stipulated in Chapter II of this document.
