General regulations on preparing land use maps in Vietnam from August 01, 2024, are clearly stated in Article 16 of Circular 08/2024/TT-BTNMT as follows:
- The land use status maps are prepared for each administrative unit at the commune, district, and provincial levels, socio-economic regions, and the whole country to reflect the distribution of land types at the time of land inventory, including:
+ The land use status map of the commune level is prepared based on the synthesis and generalization of the land inventory map content specified in Article 20 of this Circular;
+ The land use status maps of the district and provincial levels are prepared based on the continuation, synthesis, and generalization of the land use status map content of subordinate administrative units;
+ The land use status maps of socio-economic regions are prepared based on the continuation, synthesis, and generalization of the land use status map content of provincial-level administrative units during the nationwide land inventory process;
+ The national land use status map is prepared based on the continuation, synthesis, and generalization of the provincial or socio-economic regional land use status map content.
- Determining the scale of the land use status maps
+ The scale for preparing the land use status maps at the commune, district, and provincial levels is determined as follows:

In cases where the administrative unit has a complex boundary shape that is difficult to represent at the specified scale, such as a significant difference between length and width, a larger or smaller scale than specified may be chosen.
+ The land use status maps of socio-economic regions are prepared at a scale of 1:250,000; the national land use status maps are prepared at a scale of 1:1,000,000.
- Mathematical basis:
+ The land use status maps of each commune, district, and provincial-level unit are prepared in the VN-2000 national reference and coordinate system, the national height system, transverse Mercator projection grid, 3° projection zone, scale factor k0 = 0.9999, with meridian defined by each province and centrally-run city as stipulated in Appendix V attached to this Circular;
+ The land use status maps of socio-economic regions use a 6° transverse Mercator projection grid, scale factor k0 = 0.9996;
+ The national land use status maps use a conformal conic projection grid with two standard parallels at 11° and 21°;
+ In addition to the specified parameters mentioned above, other parameters are implemented according to Circular 973/2001/TT-TCDC on the guidance for applying the VN-2000 national reference and coordinate system according to the required map scale.
- The digital land use status maps of communes, districts, provinces, socio-economic regions, and the whole country must adhere to the following regulations:
+ The land use status maps of communes, districts, and provinces are displayed with the following parameters: working units (WU), primary working units (MU) being meters (m), secondary working units (SU) being millimeters (mm), resolution of 1000; storage center point coordinates (Global Origin) being X: 500000m, Y: 1000000m;
+ The digital land use status maps of all levels are stored in *.dgn file formats, accompanied by symbol codes; the files must be in an open format, allowing for editing and updating information when necessary, and the fonts should follow the Vietnamese Unicode TCVN 6909:2001 code table; unified usage of pre-designed symbol libraries and line symbol libraries for the respective map scales.
The content of the land use status map must include:
- Mathematical base layers and related content including: kilometer grid, latitude and longitude grid, map scale, map frame, legend, land use structure chart, outside frame presentation, and other related content.
- Land use status layers including: boundaries of combined land units and land type symbols.
- Geographic base data layers consisting of:
+ Boundary layers including national boundary lines and administrative boundary lines of all levels. For the national land use status map, the administrative boundary line is shown up to the provincial level. For the land use status maps of socio-economic regions, the administrative boundary line is shown up to the district level. For the land use status maps of provincial, district, and commune levels, the administrative boundary line is shown up to the commune level. When the administrative boundaries of different levels coincide, the highest-level administrative boundary line is displayed.
+ Topographic layers include features representing the basic topography of the mapped area such as contour lines (major contour lines only in steep mountainous areas), elevation points, depth points, elevation, depth annotations, topography-specific lines, and special terrain forms.
+ Hydrography layers and related objects including: seas, lakes, ponds, swamps, excavated areas, rivers, streams, canals, ditches, creeks, and other hydrographic features. The representation of these feature layers on the land use status maps at all levels is generalized according to the respective map scales.
+ Transportation layers and related objects: the land use status maps of commune levels show all types of roads, including inter-field roads, main roads within residential areas, and trails in mountainous or midland communes. The land use status maps of district levels show roads from the inter-communal level upwards, with mountainous areas depicting even dirt roads to villages. Provincial level land use status maps show roads from the inter-district level upwards, with mountainous areas including roads to communes. The land use status maps of socio-economic regions and the country show roads from the provincial level upwards, with mountainous areas including roads to districts.
+ Socio-economic layers display names of localities, government offices, infrastructure works, and other significant structures. The representation of these feature layers on the land use status maps of different levels is generalized according to the respective map scales.
- Annotations and explanatory notes.
- The presentation of the land use status maps at all levels is implemented as stipulated in Appendix V issued with Circular 08/2024/TT-BTNMT.
