The general regulations on professional intermediate training in grassroots military in Vietnam according to Circular 117/2009/TT-BQP are as follows:
+ Training Objectives
- Train individuals to acquire the knowledge and skills needed to effectively perform the responsibilities and duties of a commune military commander.
- Graduates should achieve intermediate professional level in basic military sector; military expertise equivalent to reserve officer at detachment level; being qualified for further training at higher levels in the field of national defense, local military, at military schools; possessing political qualities, health, and the potential to develop to higher positions in the Communist Party and local government organization.
+ Enrollment Organization
- Based on the management and utilization planning of the commune military cadres, the Provincial Military Command presides, in cooperation with the Provincial Party Organization Committee, City Party Committee, Provincial Department of Home Affairs, and District Party Committees, to prepare the list and the profile of candidates for approval by the Standing Committee of the Provincial Party Committee, City Party Committee, and People's Committee of the province for the enrollment plan.
- Every July, the Provincial Military Command reports the training plan and quota to the Ministry of National Defense (via the Militia Department and Training Department/General Staff) as a basis for summarizing reports to the state management bodies on the quantity and issuance of diplomas.
+ Management and Operation of Training
- Management and operation of training is an organized process aimed at unifying the construction, management, and implementation of training programs, plans for intermediate professional training in the basic military field at provincial military schools.
- Provincial military schools are fully responsible for organization, management, and operation; promptly propose policies and measures to the Provincial Military Command to coordinate, cooperate with related agencies, advising the Provincial Party Committee and Provincial People's Committee on effectively implementing the training duties of commune military command cadre.
+ Management and Operation Contents
- Clearly inform all officers, teachers, and students about the purpose, requirements, and training duties of commune military command cadre for the course.
- Develop a full-course training plan, monthly training plans divided into weeks and days, and training support plans.
- Organize close coordination and unified collaboration among related agencies and units to implement the training program.
- Operate training activities, registration, management, statistics, inspection, preliminary, and final summaries; promptly draw experiences for follow-up directive measures.- Organize examinations and issue graduation diplomas.
+ Management and Operation Method
- Training management and operation is organized systematically from the school's Board of Directors to the student management unit through the unit's command and duty officer system to closely monitor the training situation and report to the Training Steering Committee and higher military authorities.
- The Training and Staff Department, Teachers' Faculty, and Student Management Units must manage the training results of each student with all test scores and exam scores.
