Economic-technical norms for cultural and artistic event organization services in Vietnam from December 25, 2024, must ensure compliance with the general regulations set forth in Circular 10/2024/TT-BVHTTDL.

On November 06, 2024, the Minister of Culture, Sports and Tourism of Vietnam issued Circular 10/2024/TT-BVHTTDL regulating the economic-technical norms for services organizing cultural and artistic activities; competitions, performances, public arts festivals; mobile propaganda; visual propaganda serving political tasks.
The economic-technical norms for services organizing cultural and artistic activities from December 25, 2024 in Vietnam must ensure the general provisions as follows:
- The economic-technical norms stipulated in Circular 10/2024/TT-BVHTTDL are the maximum levels to complete the provision of public service activities.
- Economic-technical norms are the consumption levels of elements regarding labor, materials, machinery, and equipment used to complete a unit of product or a certain volume of work, under a specific condition of public service activities.
- Determination of labor titles
+ The labor titles in the labor cost components of the norm table are applied according to Circular 03/2022/TT-BVHTTDL stipulating codes, standards for occupational titles, and salary arrangement for public employees in the basic cultural sector; Circular 02/2023/TT-BVHTTDL stipulating codes, standards for occupational titles, and salary arrangement for public employees in the cultural propaganda sector and Circular 10/2023/TT-BVHTTDL guiding the job positions for leadership, management, and occupational titles in the field of culture, sports, and tourism public service provider.
- In cases where labor titles in the labor cost components are not covered by Circular 03/2022/TT-BVHTTDL, Circular 02/2023/TT-BVHTTDL, and Circular 10/2023/TT-BVHTTDL, they shall be applied according to Decree 204/2004/ND-CP on salary policies for officials and public employees and armed forces; Decree 117/2016/ND-CP amending and supplementing a number of provisions of Decree 204/2004/ND-CP on salary policies for officials and public employees and armed forces, Decree 111/2022/ND-CP on contracts for certain types of work in administrative and public service provider agencies or equivalent conversions as approved by the competent authority.

According to Clause 1, Article 3 of Circular 10/2024/TT-BVHTTDL, the contents of the economic-technical norms include:
- Labor costs: the direct and indirect labor time necessary for the average labor categories to complete the provision of a service. The consumption level of direct labor is the time to perform stages of public service activities, calculated by workdays. Each workday corresponds to 01 working day (08 hours) according to labor law.
The consumption level of indirect labor is calculated as 15% of the total direct labor consumption on the same norm table;
- Equipment and machinery usage costs: the necessary usage time for each type of machinery and equipment to serve the provision of public service activities. The machinery and equipment consumption level in the norm is calculated by machine usage sessions, each session corresponding to the total machine depreciation time with 01 working day (08 hours) according to labor law;
- Material usage costs: the quantities of specific and necessary materials used directly to serve the provision of public service activities. The consumption level in the norm is calculated by the quantity of each specific material type. The consumption level for auxiliary materials is calculated as 10% of the total material consumption value within the same norm table.
